This dataset contains 2017 parcel boundaries with each parcel's associated tax information from the Florida Department of Revenue's tax database. This feature class contains parcel polygons and associated parcel attribute information. Attributes include PARCELID, ALTKEY, Section, Township, Range, owner name, owner mailing address, site address, most recent sales info, valuation, land use codes, building details, legal description, and more. This is an update to the FGDL data layer PARCELS_2015.

PARUSEDESC Based on DORUC - Florida Water Management Districts Land Use Code Description.

SPASS_CD Special Assessment Code. This field contains a code indicating special assessment considerations applicable to a parcel. This field is left blank if not applicable. This entry has a fixed length and should appear as a one-digit number.
1 = Pollution Control Device(s).

2 = Land subject to a conservation easement, environmentally endangered lands, or lands used for outdoor recreational or park purposes when land development rights have been conveyed or conservation restrictions have been covenanted.

3 = Land subject to a building moratorium.


IMPROVVAL The value of the improvements on the parcels.

LNDVAL The value of the land on the parcel.

JV Total Just Value (land just value plus building value plus special feature value) of the property. Factors to be considered in determining just value are: present cash value; use; location; quantity or size; cost; replacement value of improvements; condition; income from property; and net proceeds if the property is sold. The net proceeds equal the value of the property minus 15% of the true market value. This accounts for the cost of selling the property.

JV_CHNG Just Value Change. This field records the total change in just value between the preliminary roll the Department approves in July and the final NAL roll the property appraiser submits as certified to the tax collector. This field is not applicable to the preliminary roll and will only be filled on the initially certified final NAL file and, if required, the second final NAL file, certified after the value adjustment board concludes. Just value changes in the range of -$100 to $100 or value changes resulting from parcel splits or combinations are not recorded in this field. This field is left blank if not applicable.

JV_HMSTD Just Value Homestead Property. This field indicates the just value of only the portion of the property that is subject to the Save Our Homes assessment increase limitation (s. 193.155, F.S.). This field is left blank if not applicable.

AV_SD Assessed Value School District. This field indicates assessed value for school district assessments. School and non-school assessed value may differ if a parcel is subject to assessment limitations that are not applicable to school district assessments. These include the 10 percent assessment increase limitation on non-homestead property and locally-adopted assessment limitations on high-water recharge property and historic property used for commercial or non-profit purposes.

AV_NSD Assessed Value Non-School District. This field contains the total assessed value for non-school district assessment purposes. School and non-school district assessed value may differ if a parcel is subject to assessment limitations applicable only to non-school district assessments. These include the 10 percent assessment increase limitation on non-homestead property and locally-adopted assessment limitations on high-water recharge property and historic property used for commercial or non-profit purposes.

LNDSQFOOT Land Square Footage. This field contains the equivalent square footage of the site. The entries in this field appear as whole numbers and are not necessarily the basis of land valuation by the county. An entry is required for all property except condominiums, cooperatives, and homeowners associations property. This field is left blank if not applicable.

CONSTCLASS Construction Class. This field contains a code denoting the general overall construction class of the predominate structure(s) on the property. The classes are those established in the Marshall Valuation Service Manual Section 1. An entry is required for all improved commercial, industrial, governmental, and institutional property. This field will be blank if not applicable.

SALEPRC1 Sale Price (Most Recent Sale).

SALEYR1 Sale Year.

SALEMO1 Sale Month Sale 1. This field indicates the month of the transaction listed ( 01 for January, 02 for February, etc.). This field will be blank if no current sales are posted to the parcel.

ORBOOK1 Official Record Book Number.

TAXAUTHCD A code identifying the taxing authorities that levy property tax on the parcel. Taxing Authority Code - first two digits indicate municipality where parcel located.

SEC PLSS Section or Grant Number.

TWN PLSS Township Number.

RNG PLSS Range Number.

CENSUSBK Census Block Group Number. This field identifies the parcel's U.S. Census Block Group and related information. The entry includes the Federal Information Processing Series (FIPS) codes for the state, county, tract, and block group. If a parcel is located in multiple block groups, the field identifies the block group of the center of the parcel.

SOURCEAGE Source Agency.

SOURCEDATE The date of the source document that was used to generate the parcel information.

LAT_DD Latitude of the parcels centroid/label point in decimal degrees.

LONG_DD Longitude of the parcels centroid/label point in decimal degrees.

MGRS Military Grid Reference System (MGRS) Coordinate of the Parcel Centroid. The MGRS is the geocoordinate standard used by NATO militaries for locating points on the earth. The MGRS provides a means to represent any location on the surface of the Earth using an alphanumeric string. Hierarchical references are based on the Universal Transverse Mercator (UTM) coordinate system. The MGRS is used for the entire earth. http://mgrs-data.org/

ACRES Acreage of parcel.

EXMPT Exemptions. Exemptions for land dedicated in perpetuity for conservation or land that has an affordable housing property exemption,
AFF = Affordable housing property exemption was noted in the NAL table for any or all of the following fields: EXMPT_03, EXMPT_04, and EXMPT_15.

CON = Land dedicated in perpetuity for conservation purposes and used exclusively for those purposes (EXMPT_36) OR Land dedicated in perpetuity for conservation purposes but also used for commercial purposes (EXMPT_37).

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been
made to supply the user with data documentation. For additional

Counties must deliver their parcel level GIS data to the Department of Revenue by 
April 1 each year. The parcel shapefiles available for download are typically 
generated in late March. Users should be aware of potential parcel identification 
number formatting issues when using .csv formatted NAL or SDF files. Users should 
first convert the .csv formatted files to .dbf format before attempting to perform a join
operation with parcel shapefiles. Additional, or more complete, GIS data may be 
available by contacting county property appraisers  offices directly. The following 
counties maintain condominium property in a separate file that is not part of the 
parcel shapefile downloads provided here. Contact these counties directly for the 
necessary files. Miami-Dade, St. Johns.

Step 1:
Reprojected all 67 counties GIS parcel data to the following projection:
Albers Conical Equal Area [Florida Geographic Data Library]

Step 2:
Dissolved each county on its PARCELNO field.
Edited and exploded any multipart feature that did not have a parcel id.

Step 3: 
Exported ALACHUA County to a new layer called Parcels_20171220
Added the following fields:
CNTYNAME, LINK, PARCELID, NPARNO, MGRS, GCID, LAT_DD, LONG_DD, ACRES, FGDLAQDATE, SOURCEAGE

Step 4:
Appended the other 66 counties to the new Parcels_20171220 layer.
Populated the following fields for all records:
CNTYNAME, LINK, PARCELID, NPARNO, MGRS, GCID, LAT_DD, LONG_DD, ACRES, FGDLAQDATE, SOURCEAGE

Step 5:
Ran the repair geometry command 3x for each county.
Spatially reviewed 3 locations in each county to determine level of spatial shift from 2015 version.

Step 6:
Summarized on CNTYNAME to determine record count changes for each county and compared them to the 2015 version.

Step 7:
Using the Alachua County NAL as a Template built an empty FGDB table to LOAD to using the ArcCatalog Load Data tool. 
Converted most fields to STRING 255 in order to decrease errors on load.

Step 8:
Copied all NAL.csv files to a new folder.
Using the Rename Program converted all .csv files to .txt
Opened each of the 67 NAL.txt files and added a lowercase letter x to each of the first parcelids save and exit. 
This will force this tabular information to true text data and will not drop leading zeros and convert data to numbers 
with exponential signs upon load. Once loaded to a single FGDB table select for parcelno field LIKE  x%  and 
remove leading x from each of the 67 counties (67 records).

Step 9:
Load all 67 counties to the FGDB NAL Template review fields that do not load, if any.

Step 10:
Using the Parcelid and the CO_NO field create a unique LINK field and id.

Step 11:
Join NAL Template table to the Parcels_20171220 Statewide Parcel layer.

Step 12:
Determine which NAL records did not join to the statewide layer. Roughly 490,000. Summarize by county.

Step 13:
Downloaded the Miami-Dade Property_Point layer

Determined PARENT parcel ids for missing Miami-Dade NAL information.
Created Query Table with master Parcels_20171220 layer to create stacked polygons for missing Miami-Dade condo records, 
roughly 340,000 records. Please note a few other types were also mapped.
Appended missing Miami-Dade parcels and NAL data to the Parcels_20171220 layer.

Step 14:
Downloaded the Manatee County CAMA Data and performed the same steps as above to add missing Condo information for roughly 30,000 records.

Please Note: Roughly 100,000 NAL records were not mapped statewide, additionally roughly 90,000 GIS data records 
did not join to tabular NAL data with the majority being undocumented ROW and Water features.

Step 15:
Added and populated the following fields:
IMPROVVAL, PARUSEDESC, SOURCEDATE, EXMPT, LU_RES, LUCODE, DESCRIPT, FLAG, AUTOID
LU_RES = 'YES' for all of the following LUCODEs; 001, 002, 003, 004, 005, 006, 007, and 008.
IMPROVVAL = JV   LNDVAL

Step 16:
Added leading zeros back to DORUC
NULL DORUC records were calculated to 100.
Reviewed PHYADDR1 and PHYADDR2 fixed missing data in PHYADDR1.

Step 17:
For fields PHYCITY and PHYZIP whose values were NULL created Label Point features and spatially joined these points to a zipcode layer. 
Joined back updated point layer to statewide polygon layer based on GCID and updated missing information. 
Marked FLAG field for features that were updated.
Reviewed and updated PHYZIP records whose values did not align with Florida zipcode ranges.
Reviewed and updated PHYCITY records whose values included FL by removing State of Florida abbreviation.
Reviewed and updated PHYCITY records whose values included CITY OF by removing the additional text.

Step 18:
Reviewed ACTYRBLT and EFFYRBLT fields for abnormalities, fixed roughly 10 records in each whose value was incorrect: 
Example: 1045 was updated to 1945, please note most of the records were for Mobile home sites.

Step 19:
Removed fields that were not pertinent to FDOT use, for example EXMPT_* fields etc.
Please Note: Removal of fields was necessary for database speed and to decrease database crashes due to memory issues.

Step 20:
Added roughly 90 missing polygons created by GeoPlan that have appear in previous versions of parcels such as 2015. 
As counties add these missing features the count added by GeoPlan is slowly going down.

Step 21:
Determined Longest Records for each field and restructured field lengths and types to decreases FGDB file size and speed tabular searches. 
Restructured field names to match that of previous version for better conversion to Shapefile if necessary.

Step 22:
Upper cased records for all text fields.

Step 23:
GeoPlan Compressed the ESRI FGDB 10.4.1 to reduce storage requirements, the compression applied is lossless. 
Please Note this decreased FGDB file size by 2/3
Once compressed, a dataset looks the same in ArcCatalog and ArcMap as when it was uncompressed.
Compressed file geodatabase data takes up less disk space than uncompressed data while still offering comparable display and query performance.
Compression is ideally suited to mature datasets that do not require further editing. 
However, if required, a compressed dataset can always be uncompressed to return it to its original, read/write format.
