FLORIDA GEOGRAPHIC DATA LIBRARY DOCUMENTATION

TITLE: PRESUMPTIVE NONATTAINMENT AREAS

Geodataset Name: NONATTAINMENT_AREAS
Geodataset Type: SHAPEFILE
Geodataset Feature: Polygon
Feature Count: 30
GENERAL DESCRIPTION:
This dataset represents Florida Core Based Statistical Areas that are presumed Nonattainment Areas. A CBSA that contains any ozone monitor that is out of compliance qualifies as a Nonattainment Area. This data is presumptive at this time as the final nonattainment designations will be made in March 2010 by the EPA. The final designations will likely be based on the 2007-2009 ozone data that is not final yet. Core Based Statistical Areas represent geographic entities, defined by the United States Office of Management and Budget for use by Federal statistical agencies, based on the concept of a core area with a large population nucleus, plus adjacent communities having a high degree of economic and social integration with that core. A Core-Based Statistical Area consists of a county containing an Incorporated Place or Census Designated Place with a population of at least 10,000 along with any adjacent counties that have at least 25 percent of employed residents of the county who work in the CBSA's core or central county. CBSAs are categorized as being either Metropolitan or Micropolitan. Each Metropolitan Statistical Area must have at least one urbanized area of 50,000 or more inhabitants. Each Micropolitan Statistical Area must have at least one urban cluster of at least 10,000 but less than 50,000 population.

USER NOTES:
This data is provided 'as is'. GeoPlan relied on the integrity
of the original data layer's topology
After processing, the data set is checked for drawing display and number
of records and file sizes compared with source materials.
GeoPlan relied on the integrity of the attribute information within
the original data.
Largest scale when displaying the data: 1:100,000.

To represent Florida Core Based Statistical Areas presumed to be
nonattainment areas based on noncompliance with ozone monitoring
standards.

CBSA polygons are built from Tele Atlas county boundaries.

The geospatial part of this data set was extracted from the Census 2000
and 2002 TIGER/Line files. The positional accuracy of the TIGER/Line
coordinates varies with the source materials used but at best meets the
established National Map Accuracy standards (+/- 167 feet approximately)
where 1:100,000-scale maps from the USGS are the source. The Census
Bureau cannot specify the accuracy of feature updates added by its field
staff or of features derived from the GBF/DIME-Files or other map sources.
Thus, the level of positional accuracy in the TIGER/Line files is not suitable
for high-precision measurement applications such as engineering problems,
property transfers, or other uses that might require highly accurate measurements
of the earth's surface.

This data is provided 'as is' and its vertical positional accuracy
has not been verified by GeoPlan

The Florida Geographic Data Library is a collection of Geospatial Data
compiled by the University of Florida GeoPlan Center with support from
the Florida Department of Transportation. GIS data available in FGDL is
collected from various state, federal, and other agencies (data sources)
who are data stewards, producers, or publishers. The data available in
FGDL may not be the most current version of the data offered by the
data source. University of Florida GeoPlan Center makes no guarantees
about the currentness of the data and suggests that data users check
with the data source to see if more recent versions of the data exist.

Furthermore, the GIS data available in the FGDL are provided 'as is'.
The University of Florida GeoPlan Center makes no warranties, guaranties
or representations as to the truth, accuracy or completeness of the data
provided by the data sources. The University of Florida GeoPlan Center
makes no representations or warranties about the quality or suitability
of the materials, either expressly or implied, including but not limited
to any implied warranties of merchantability, fitness for a particular
purpose, or non-infringement. The University of Florida GeoPlan Center
shall not be liable for any damages suffered as a result of using,
modifying, contributing or distributing the materials.

A note about data scale:

Scale is an important factor in data usage. Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data.

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been
made to supply the user with data documentation. For additional
information, see the References section and the Data Source Contact
section of this documentation. For more information regarding
scale and accuracy, see our webpage at:

DATA LINEAGE SUMMARY:
The following steps were performed by ESRI: Copied ArcGIS 9.2 Business
Analyst 2007 Update U.S. Core Based Statistical Areas. Removed unneeded
attributes and renamed others. Added attributes TYPE and POP07_SQMI
and calculated their values. Converted the data set to SDC. Created ArcGIS
layer file (.lyr), projection file (.prj), and spatial indices.
Process Date: 20070716

This dataset was created by the GeoPlan Center in August of 2009. Core Based Statistical Areas were exported for Florida from the ArcGIS 9.2 Business Analyst 2007 Update on the ESRI data and maps DVD. When received the data set was in the following projection: GCS_WGS_1984. The data was reprojected to Albers NAD 83 HARN. Two fields were added, NA_0608 and NA_0709. These fields were calculated with information provided by the Florida Department of Environmental Protection, Division of Air Resource Management - Added the field DESCRIPT based on NAME. - Added the field FGDLAQDATE based on date downloaded from source. - Upcased all text in the attribute table.
