GENERAL DESCRIPTION:
This data set contains location and facility identification information from EPA's Facility Registry Service (FRS) for the subset of facilities that link to the Toxic Release Inventory (TRI) System. TRI is a publicly available EPA database reported annually by certain covered industry groups, as well as federal facilities. It contains information about more than 650 toxic chemicals that are being used, manufactured, treated, transported, or released into the environment, and includes information about waste management and pollution prevention activities. PGM_SYS_ACRNM The abbreviated name that represents the name of an information management system for an environmental program.

REGISTRY_ID The number assigned by the Facility Linkage Application that is used to associate facility records from multiple environmental database systems that are known or believed to represent the same facility.

PGM_SYS_ID The identification number, such as the permit number, assigned by an information management system that represents a facility site, waste site, operable unit, or other feature tracked by that Environmental Information System.

PRIMARY_NAME The name of a facility or complex facility for which latitude and longitude coordinates were assigned through the best pick process

LOCATION_ADDRESS The street address of the facility for which latitude and longitude coordinates were assigned through the best pick processs.

CITY_NAME The city name for the facility for which latitude and longitude coordinates were assigned through the best pick process.

COUNTY_NAME The county name for the facility for which latitude and longitude coordinates were assigned through the best pick process.

FIPS_CODE Five-character ID for State/County in which facility record is located

POSTAL_CODE The combination of the 5-digit Zone Improvement Plan (ZIP) code and the four-digit extension code (if available) that represents the geographic segment that is a subunit of the ZIP Code, assigned by the U.S. Postal Service to a geographic location; or the postal zone specific to the country, other than the U.S., where the facility site is located.

LATITUDE83 The measure of the angular distance on a meridian north or south of the equator in NAD83

LONGITUDE83 The measure of the angular distance on a meridian east or west of the prime meridian in NAD83.

HUC8_CODE The 8 digit hydrologic unit code (HUC) that represents a geographic area representing part or all of a surface drainage basin, a combination of drainage basins, or a distinct hydrologic feature.

ACCURACY_VALUE Horizontal measure, in meters, of the relative accuracy of the latitude and longitude coordinates.

COLLECT_MTH_DESC The name that identifies the method used to determine the latitude and longitude coordinates for a point on the earth.

REF_POINT_DESC The name that identifies the place for which geographic coordinates were established.

CREATE_DATE A system-generated value that represents the calendar date and time the corresponding information was posted to the database.

UPDATE_DATE A system-generated value that represents the most recent calendar date and time the corresponding information was updated in the database.

LAST_REPORTED_DATE The most recent date the corresponding environmental interest data was reported to the Source of Data.

FAC_URL The Uniform Resource Locator (URL) address of the Environmental Interest Profile for this facility. The profile lists the environmental interests for the facility along with links to the interest reports (where available), including a link to the FRS Facility Detail Report.

INTEREST_TYPE The environmental permit or regulatory program that applies to the facility site.

ACTIVE_STATUS A Y/N code that indicates whether the environmental interest is active at the facility or site.

YES = Chemical is carcinogenic (producing or tending to produce cancer).

NO = Chemical is Not carcinogenic (producing or tending to produce cancer).

YES-1 = Chemical is carcinogenic (producing or tending to produce cancer). TRI On-site and Off-site Reported Disposed of Dioxin and Dioxin-like compounds.

N/A = Facility is maintained as a Toxics Release Inventory (TRI) facility in the EPA FRS database, but was not monitored in 2017 for any chemicals listed under TRI.

The data concern the location of facilities and sites that are regulated by, or of interest to, 
the EPA in conducting its regulatory mission. The information on the facilities and sites, 
including the locations, has been gathered from a number of sources. While EPA subjects 
the data to Quality Assurance (QA) procedures, the Agency cannot vouch for the reliability 
of all the data. Users of the data (or any portion thereof) may wish to verify its accuracy 
before use.
This view omits facilities without latitude/longitude coordinates. The geospatial tables from 
which the data are extracted contain 81% of the known universe of active records but does 
not contain exact point data for the remaining 19% of facilities.

the original data.

The purpose of this web feature service is to provide users with access to integrated facility 
information from FRS, limited to the subset of facilities that link to the Toxic Release Inventory (TRI).

The Toxics Release Inventory (TRI) contains information about releases and transfers of more 
than 650 toxic chemicals and compounds to the environment.

In general, chemicals covered by the TRI Program are those that cause:
 
 - Cancer or other chronic human health effects
 - Significant adverse acute human health effects
 - Significant adverse environmental effects
 
Facilities that manufacture, process or otherwise use these chemicals in amounts above 
established levels must submit annual TRI reports on each chemical. The TRI chemical 
list doesn't include all toxic chemicals used in the U.S.

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data

Data records contained within are a materialized view based on the EPA geospatial 
tables which are refreshed based on the record's Last_Reported_Date field. The 
view is based on a join of the facility site table and the interest table to include the 
universe of interest types per program system id. Data records that do not contain 
positional information (latitude and longitude values) are not in this view.

The feature dataset had Latitude and Longitude fields in the following projection: Original Projection: GCS_North_American_1983 WKID: 4269 Authority: EPSG Angular Unit: Degree (0.0174532925199433) Prime Meridian: Greenwich (0.0) Datum: D_North_American_1983 Spheroid: GRS_1980 Semimajor Axis: 6378137.0 Semiminor Axis: 6356752.314140356 Inverse Flattening: 298.257222101 The Add XY Data Tool was used to convert the table to a point layer. Next the data was reprojected to Albers NAD83 Harn. Next point errors located in the ocean were removed. GeoPlan downloaded the TRI tabular data from the following website, using the selection drop-downs of 2016 and Florida (FL) on 20190624. TRI Basic Data Files: Calendar Years 1987 - 2017 https://www.epa.gov/toxics-release-inventory-tri-program/tri-basic-data-files-calendar-years-1987-2017 This EnvirofactsRestAPI excel table was then loaded to a FGDB. A table join was then created between the TRI Current Basic Data database file and the EPA spatial data. A TRIFID summary table was created from the TRI Current Basic Data ID and this count information was used to populated the RELEASE field. A Clean Air Act Chemical summary table was created from the TRI Current Basic Data and this count information was used to populated the CAAREGCHEM field. The fields used to populate the CAAREGCHEM were CLASSIFICATION and CARCINOGEN Added LAT_DD and LONG_DD fields. Added MGRS field. Added GOOGLEMAP field. Added DESCRIPT field. Added FGDLAQDATE field. The final dataset was exported and named: epatri_2017 Process Date: 20190624
