GENERAL DESCRIPTION:
This dataset represents Florida's County Boundaries with a detailed shoreline. This layer was created using the 2015 TIGER/Line Files from the US Census Bureau and FMRI's detailed shoreline polygon. The Census boundaries for counties and equivalent entities are as of January 1, 2014, primarily as reported through the Census Bureau's Boundary and Annexation Survey (BAS). GeoPlan maintains 3 county boundary layers: COUNTYSHORE_AREAS, CNTBND, and COUNTY. These 3 layers will all have the same interior boundaries and different coastal boundaries. The interior boundaries come from the MAF/TIGER Database that is updated yearly by the US Census Bureau. The coastal boundaries differ in the following way: 1) COUNTYSHORE_AREAS - FWRI's detailed shoreline layer (updated periodically) 2) CNTBND - moderately generalized shoreline designed for Efficient Transportation Decision Making (ETDM) display, sourced from historic US Census Bureau data 3) COUNTY - highly generalized shoreline designed for ETDM display, sourced from historic US Census Bureau data

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been

-GeoPlan downloaded this data from two sources:

1. downloaded shoreline data from FMRI (scale 1:40,000)
- http://ocean.floridamarine.org/TRGIS/Description_Layers_Terrestrial.htm#shorelines
- Originally projected in PCS Albers with a Datum of 
GCS_North_American_1983.  Reprojected into Albers Conical Equal
Area with a datum of GCS_North_American_1983_Harn using
NAD_1983_To_HARN_Florida as the transformation.  Saved the shapefile
As Shoreline_proj.shp

2. downloaded latest TIGER county boundary
- ftp://ftp2.census.gov/geo/tiger/TIGER2015/COUNTY/
-Extracted features where "STATEFP" = '12' to select features
 in Florida and saved as county_bound.shp
-Originally projected in NAD 1983.  Reprojected into Albers Conical
Equal Area with a datum of NAD_1983_HARN using
NAD_1983_To_HARN_Florida as the transformation.  Saved the shapefile
As County_bound_proj.shp

The following procedures were performed on the data:

-Clip FMRI shoreline with TIGER county boundary.  Saved as 
shore_county.shp
-Erase FMRI shoreline with TIGER county boundary and save
As county_shore_erase.shp
-Dissolve county_shore_erase.shp into county_shore_dissolve.shp
-Merge county_shore_dissolve.shp with shore_county.shp. Save
As countyshore_areas.shp
-Merging both data sets leaves one empty attribute (the area surrounding
The state).  Populate the fields NAME and NAMELSAD for that attribute
With "WATER"
-Add DESCRIPT field based on NAME
-Add FGDLAQDATE field and populated it based on the date 
GeoPlan received the data 
-Restructured the table and saved it as countyshore_areas_sep15
-Uppercased all fields
Process Date: 20150924

Errant water polygons along the Florida/Georgia border were removed. Process Date: 20161118
