FLORIDA GEOGRAPHIC DATA LIBRARY DOCUMENTATION

TITLE: FLORIDA COASTAL BARRIER RESOURCES SYSTEM BOUNDARIES

Geodataset Name: COBRAS_OCT08
Geodataset Type: SDE Feature Class
Geodataset Feature: Polygon
Feature Count: 225
GENERAL DESCRIPTION:
This data set contains areas in Florida designated as undeveloped coastal barriers in accordance with the Coastal Barrier Resources Act, as amended. This boundary data set was digitized between 10/1/2007 and 10/31/2008 from the official John H. Chafee Coastal Barrier Resources System (CBRS) maps enacted by law. This data set complies with the National Spatial Data Infrastructure (NSDI) and other standards established by the Federal Geographic Data Committee (FGDC). The U.S. Fish and Wildlife Service (FWS) endorses this data set as having been compiled to meet forty feet horizontal accuracy at the ninety-five percent confidence level relative to the boundaries shown on the official CBRS maps. However, these digital boundaries are only representations of the official CBRS boundaries and are not to be considered authoritative. The FWS is not responsible for any misuse or misinterpretation of this digital data set, including use of these boundaries to determine eligibility for federal financial assistance such as federal flood insurance. The official CBRS maps are enacted by Congress and maintained by the FWS. Copies of the official CBRS maps are available for viewing at the FWS national headquarters, regional and field (local) offices, and are also available for download at http://www.fws.gov/habitatconservation/coastal_barrier.htm. For an official determination of whether or not an area or specific property is located within the CBRS, or for any questions regarding the CBRS, please contact your local FWS office. Contact information for FWS field offices can be found at http://www.fws.gov.

Unit CBRS Units -The Coastal Barrier Resources Act (CBRA) of 1982 designated undeveloped coastal barrier lands and associated aquatic habitat as part of the Coastal Barrier Resources System (CBRS). These CBRS units carry Federal funding prohibitions as specified in CBRA. The CBRS currently includes 585 System units, which add up to approximately 1.3 million acres of land and associated aquatic habitat. Otherwise Protected Areas - The Coastal Barrier Improvement Act of 1990 expanded the CBRS and created a new category of lands known as otherwise protected areas (OPAs). OPA designations add a layer of Federal protection to coastal barriers already held for conservation or recreation, such as national wildlife refuges, national parks and seashores, state and county parks, and land owned by private groups for conservation or recreational purposes, and discourage development of privately owned inholdings. The only Federal funding prohibition within OPAs is Federal flood insurance. The CBRS currently includes 272 OPAs which add up to approximately 1.8 million acres of land and associated aquatic habitat.

USER NOTES:
Topological checks were conducted to ensure that no polygons overlap and that
adjacent boundaries are coincident where appropriate.
In most cases the seaward boundary of a CBRS unit is defined by the 30 foot
bathymetric contour rather than a hard boundary depicted on the official source
map. In these cases, the digital boundaries have been terminated by connecting
the ends of the lateral boundaries on the seaward side. Therefore, the actual
CBRS seaward boundary may extend farther offshore.
Independent quality control checks were conducted on all attributes.

This data set was created to provide local users with a general depiction of the
aerial extent of the boundaries of the John H. Chafee Coastal Barrier Resources
System.

This data set was compiled to meet forty feet horizontal accuracy at the ninety-five
percent confidence level relative to the official CBRS maps. Independent quality
control checks were conducted to validate horizontal accuracy.

User must read and fully comprehend the metadata prior to data use. User must
acknowledge the U.S. Fish and Wildlife Service as the originator when using the
data set as a source. User must share data products developed using this source
data set with the U.S. Fish and Wildlife Service. Data should not be used beyond
the limits of the source scale. The data set is NOT a survey document and should
not be utilized as such. The data set is NOT to be used for definitive in/out
determinations.
