GENERAL DESCRIPTION:
This dataset contains 2017 National Historic Preservation Act Certified Local Governments information for the State of Florida. This dataset contains fields denoting the physical location and contact information for Florida Certified Local Governments based on data taken from the Florida Division of Historical Resources. City boundary data has been derived from the 2015 Parcel Derived City Limits FGDL layer: PAR_CITYLM_2015.shp, while the County boundary data has been derived from the US Census Bureau FGDL layer: CNTBND_SEP15.shp. This is an update to the FGDL layer CLGBND_MAR11.shp.

Certified Local Government (CLG) Program Overview 
The Certified Local Government (CLG) program was enacted as part of the 
National Historic Preservation Act Amendments of 1980. The program links three 
levels of government-federal, state and local-into a preservation partnership for the 
identification, evaluation and protection of historic properties. Designation as a 
certified local government, either as a municipality or a county, makes historic 
preservation a public policy through passage of a historic preservation ordinance. 
The ordinance establishes a historic preservation board to develop and oversee 
the functions of its historic preservation program.

Since its inception in 1986, Florida's Certified Local Government program has 
assisted in the survey, designation and preservation of thousands of historic and 
cultural resources and helped to increase public awareness of historic 
preservation. Participation in the program is also an important consideration in the 
local planning process, as governments in Florida are required to address historic 
preservation in comprehensive planning decisions. By identifying historic 
resources in a local government's comprehensive plan, proposed development 
projects will be reviewed for consistency with preservation goals and strategies.

Florida's Certified Local Governments are eligible to apply for special matching 
grants from the Bureau of Historic Preservation to assist their preservation 
programs. Funding is available for projects such as:

    Surveys to identify and evaluate significant historic properties;
    Nominations to the National Register of Historic Places;
    Preservation education materials such as booklets, brochures, slide or video programs; and
    Local historic preservation plans.

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been
made to supply the user with data documentation. For additional

DATA LINEAGE SUMMARY:
Florida Certified Local Governments were obtained from the 
Florida Division of Historical Resources online list of current Certified 
Local Governments - CLG List as of 7/14/2017 (PDF)
(http://dos.myflorida.com/historical/preservation/certified-local-governments/). 

The information was recreated as a CSV file.  When creating the CSV file, the fields 
were chosen based on the previous CLGBND shapefile.
  
Selected records from PAR_CITYLM_2015 and CNTBND that were present in the 
CLGBND CSV file.  Once all the records were selected, the subsets of 
PAR_CITYLMT_2015 and CNTBND were exported and then merged together to 
create a single shapefile.  

All fields except NAME were deleted from the boundaries shapefile to simplify the 
future joining process. A NAME field was created in the CLGBND CSV to join the 
CSV with GeoPlan merged boundary file.  The NAME field was populated with the 
exact same names as in PAR_CITYLM_2015 and CNTBND.  

The CSV was then joined with the merged boundary shapefile.

Deleted the name field.

Added a DESCRIPT field based on the FCLG field.

Added a FGDLAQDATE field based on the date GeoPlan acquired the data.

Uppercased all fields.

Restructured the table.
