GENERAL DESCRIPTION:
This dataset contains existing National Forest Service System Roads with attributes representing their characteristics that are located in the State of Florida. Each feature represents a segment of road where the attributes are the same. Attributes apply either to the entire road or to some measured distance along the road. The United States Forest Service (USFS) is an agency of the U.S. Department of Agriculture that administers the nation's national forests and national grasslands. Major divisions of the agency include the National Forest System, State and Private Forestry, Business Operations, and the Research and Development branch. Managing approximately 25% of federal lands, it is the only major national land agency that is outside the U.S. Department of the Interior.

RTE_CN Unique identifier of a route. It is a unique number within the Forest Service that is composed of a sequence number concatenated with the Oracle database instance identifier. It is a foreign key to the CN column in RTE_BASICS. It is used to join the route features to the II_Road_Core_ATM table in the ETL (Extract, Transform, and Load) process.

BMP Beginning measure point of the route segment, expressed in miles.

EMP Ending measure point of the route segment, expressed in miles

ID The official identifier of the route.

NAME Common name of the road

SYMBOL_COD Field is populated using an SQL query SYSTEM, SURFACE_TYPE, and OPER_MAINT_LEVEL to assign the using Cartographic Feature File (CFF) to the road segment

SEG_LENGTH Length of the segment in miles as the difference between EMP and BMP. BMP and EMP are derived from field measurements and are different than the length of the segment calculated by ArcGIS (GIS_MILES). The Seg_Length is the official length on record of the segment.

JURISDICTI The legal right to control or regulate use of a transportation facility. Jurisdiction requires authority, but not necessarily ownership. The authority to construct or maintain a road may be derived from fee title, an easement, an agreement or some other similar method.

SYSTEM A network of travel ways serving a common need or purpose, managed by an entity with the authority to finance, build, operate and maintain the routes.
NFSR - NATIONAL FOREST SYSTEM ROAD = A forest road other than a road which has been authorized by a legally documented right-of-way held by a State, County or other local public road authority. (36 CFR 212.1, 36 CFR 251.51, 36 CFR 261.2). Previously known as FDR - Forest Development Road.


ROUTE_STAT Current physical state of being of the route segment

OPER_MAINT Operational Maintenance Level defines the level to which the road is currently being maintained. The maintenance level currently assigned to the road considering current needs, road condition, budget constraints and environmental concerns.
2 - HIGH CLEARANCE VEHICLES = Assigned to roads open for use by high clearance vehicles.

1 - BASIC CUSTODIAL CARE (CLOSED) = Assigned to roads that have been placed in storage (greater than one year) between intermittent uses. Basic custodial maintenance is performed. Road is closed to vehicular traffic

3 - SUITABLE FOR PASSENGER CARS = Assigned to roads open for and maintained for travel by a prudent driver in a standard passenger car.

5 - HIGH DEGREE OF USER COMFORT = Assigned to roads that provide a high degree of user comfort and convenience

4 - MODERATE DEGREE OF USER COMFORT = Assigned to roads that provide a moderate degree of user comfort and convenience at moderate travel speeds.

L - LOCAL = An NFS road that connects a terminal facility with collector roads, arterial roads, or public highways and that usually serves a single purpose involving intermittent use.

C - COLLECTOR = An NFS road that serves smaller areas than an arterial road and that usually connects arterial roads to local roads or terminal facilities. Provides service to smaller land areas than an arterial road. It usually connects forest arterial roads to local forest roads or terminal facilities.

LEVEL_OF_S A description of the roads significant traffic characteristics and operating conditions. The levels reflect a number of factors, such as speed, travel time, traffic interruptions, freedom to maneuver, safety, driver comfort, convenience and operating cost. Specific definition differ by facility type such as Controlled Access highways, Multilane Rural without Access Control, Two Lanes, Urban and Suburban Arterials. Level of Service is classified by flow and ADT (Average Daily Traffic) greater than or less than 400. Refer to American Association of State Highway and Transportation Officials (AASHTO) for full descriptions.
J - SLOW FLOW OR MAY BE BLOCKED <400 ADT = Traffic flow is slow and may be blocked by management activities. Two-way traffic is difficult, backing may be required. Rough and irregular surface. Travel with low clearance vehicles is difficult. Single purpose facility.

The FLTPO classification indicates the status of FLTP designation.

MANAGING_O The Managing Organization is the Forest Service unit (region/forest/district) that has the long-term responsibility for the management of the route segment. Format: RRFFDD where RR is the 2-digit code for the Region, FF is the 2-digit code for the Forest, and DD is the 2-digit code for the District

LOC_ERROR The Location Error is generated by the ESRI software when placing event data against a Linear Referencing System. It is used to flag errors created when matching spatial feature with corresponding Oracle database records. It indicates where there are inconsistencies between the measure point(s) of a linear event and the measure values of the spatial feature.
NO ERROR = Locating was successful.

DATA LINEAGE SUMMARY:
Dynamic segmentation, using the "Make Route Event Layer" process is used to 
segment the measured routes in each of the Forest feature classes. The resulting 
segmented feature classes are appended together to form an intermediate 
agency-wide feature class. The geometry originated as feature classes managed by 
individual National Forests.  The feature classes managed by each National Forest 
are copied into a central location for processing.

The publication date in the metadata for files on the Clearinghouse site is the date the data is extracted from EDW and posted to the site, it actually says 2019-11-25, the last successful weekly refresh.
