Abstract:

This dataset contains parcels dissolved by the decade of the actual year built for each respective parcel polygon. Parcel boundaries and parcel attribute information including actual year built was obtained from the Florida Department of Revenue's tax database. Actual Year Built for each parcel polygon represents the original year that the structure / building on the property was built. Effective Year Built represents the last date which the structure / building was updated / renovated, etc. This is an update to the FGDL YB_DECADES_D7_2006.shp data layer.

"The data was created to serve as base information for use in GIS systems for a variety of planning and analytical purposes."

GeoPlan received county wide parcels datasets from the Florida Department of Revenue (FDOR) in 2008 via FTP.
The datasets were in shapefile format, and in the following projections: State Plane Projection NAD 83, Feet (East, North, and West). The datasets were projected to FGDL Albers HPGN.
Process for dissolving parcel polygons based on decade of actual year built:
- For each county, FDOR tables containing the Parcel Actual Year Built data were joined to the shapefile, and a new field representing Actual Year Built [AYRBLT] was populated based on the table information.
- The parcel polygon boundaries were then Dissolved (as single part features) based on the Actual Year Built [AYRBLT] field.
- The shapefiles were then merged together based on the FDOT District that each County fell in, creating seven district wide shapefiles.
- A decade lookup table was created to represent decades between 1600 - 2008. The lookup table had 2 fields: [YEAR] for individual year between 1600-2008, and [DECADE] for unique decade identification number. The decade lookup table was then joined to the Dissolved District shapefiles.
- Another single part Dissolve was run on the shapefiles based on the decade.
- The [DECADE] field was then renamed [YB_DECADE].
- Next the geometry was simplified by 1m and the layer was loaded to a File Geodatabase where topology was created at a cluster tolerance of 1m, and gaps were not allowed.
- Next the topology was validated, the layer was then exported to shapefile which was then run through the repair geometry function. The fields related to area were then updated.
- The final shapefile represents polygons of parcels which structures/ buildings were originally built in the same decade.
- Several other fields were added to the attribute table: [AUTOID] - A GeoPlan Center Internal Feature number [DESCRIPT] - Based on [YB_DECADE] [FGDLAQDATE] - The date FGDL acquired the original data from the Source.

A note about data scale:
Scale is an important factor in data usage. Certain scale datasets are not suitable for some project, analysis, or modeling purposes. Please be sure you are using the best available data.
1:24000 scale datasets are recommended for projects that are at the county level. 1:24000 data should NOT be used for high accuracy base mapping such as property parcel boundaries. 1:100000 scale datasets are recommended for projects that are at the multi-county or regional level. 1:125000 scale datasets are recommended for projects that are at the regional or state level or larger.
Vector datasets with no defined scale or accuracy should be considered suspect. Make sure you are familiar with your data before using it for projects or analysis.
