GENERAL DESCRIPTION:
This dataset contains parcels with an actual year built range between 1968-1972 within the State of Florida. Actual Year Built for each parcel polygon represents the original year that the structure / building on the property was built. Effective Year Built represents the last date which the structure / building was updated / renovated, etc. The Florida Department of Transportation (FDOT), is committed to managing the cultural resources of Florida, both prehistoric and historic, that are potentially impacted by FDOT activities. Cultural resources include, but are not limited to, prehistoric and historic archeological sites of human occupation or burial and historic structures generally fifty years of age or older such as houses, buildings, or bridges.

NATIONAL ENVIRONMENTAL POLICY ACT (NEPA) COMPLIANCE SERVICES

BACKGROUND
The Florida Department of Transportation (FDOT), hereinafter referred to as the
DEPARTMENT, is committed to managing the cultural resources of Florida, both prehistoric and
historic, that are potentially impacted by DEPARTMENT activities. Cultural resources include,
but are not limited to, prehistoric and historic archeological sites of human occupation or burial
and historic structures generally fifty years of age or older such as houses, buildings, or bridges.

The DEPARTMENT s cultural resources program is first concerned with identifying all cultural
resources potentially affected by a transportation project. The DEPARTMENT currently
contracts for archaeological and historical cultural resources surveys to identify such resources.
The surveys range from simple reconnaissance surveys to intensive surveys requiring
subsurface testing in the form of test pits or excavation units, and/or extensive historic research
such as detailed review of both primary and secondary source materials as well as resident and
informant interviews. Cultural resources identified during these surveys are then assessed in
terms of their significance, that is, eligibility for listing in the National Register of Historic Places
(NRHP). This assessment is made in consultation with the Federal Highway Administration
(FHWA) and the Historic Compliance Review Section of the Division of Historical Resources
(DHR), Department of State. Other agencies and organizations may also be involved in the
assessment of a resource s significance.

The FHWA and the DEPARMENT, in consultation with the State Historic Preservation Officer
(SHPO), then determine the potential effects of the proposed transportation project on any
cultural resources identified as significant. The Advisory Council of Historic Preservation
(ACHP), Washington D.C., may also participate in this process. If a potential adverse effect on
a significant cultural resource is identified, an attempt is made to avoid this effect or to mitigate
its impacts. Mitigation measures may, for example, involve changes in project parameters, the
excavation and documentation of aboriginal sites, or the documentation of historic structures.
Avoidance or mitigation measures also involve consultation between the DEPARTMENT,
FHWA, representatives of the SHPO, the ACHP, the Tribal Historic Preservation Officer (THPO)
and other Native American representatives, and other agencies and organizations. Finally, all
stages of this process are supported by complete documentation.

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been

DATA LINEAGE SUMMARY:
GeoPlan collected and used the available 2017 parcel tax data records 
gathered from the State Department of Revenue (DOR) and County Property Appraisers
to create the shapefile.

Process for selecting parcel polygons based on actual year built:

- Selected for Parcels where the ACTYRBLT was > 1967 and < 1973.

- Next the Simplify Polygon GeoProcessing Function was used with 
  the Point Remove Algorithm to remove redundant points, such as 
  over-digitized vertices found throughout the layer, this function was 
  also used to compress the file size of the layer via a relatively low 
  degree of simplification.  Then during this simplification process a 
  tolerance equal to 1-meter was set in order to allow for a maximum 
  offset of 1m from the original source data.  Because the original file 
  size of the layer prohibited the use of the 'Resolve Errors' option, a 
  'No Check' option was used during the process; because of this 
  the algorithm may have introduced small topological errors to the 
  simplified results.  

- To correct for topological errors created 
  during this process the Repair Geometry Function was run three times.

- Next the Layer was then run through the Integrated Command at 1m.

- The layer was then run through the Repair Geometry Command 3x.

- Several other fields were added to the attribute table:

As well as [GOOGLEMAP], and [AUTOID].
