USER NOTES: Section 305(b) of the Clean Water Act requires each state to conduct water quality surveys to determine whether or not its waterways are healthy enough and of sufficient quality to meet their designated uses. This information is compiled into a report called the 305(b) report. The state prepares this report every two years for the United States Environmental Protection Agency (USEPA). USEPA then uses this report to prepare a report to Congress, the National Water Quality Inventory, which describes the condition of the waters of the United States. The data used for the 305(b) report comes from the USEPA STORET database, the State's biological database (SBIO) and fish consumption advisories. This GIS coverage displays the how well each waterbody evaluated in the 305(b) report meets its designated use. There are 3 levels: meets designated use, partially meets designated use and does not meet its designated use. The uses of most waters of the State fall into three classes: Class I-potable water supply, Class II-shellfish harvesting, Class III-recreation and propagation of fish and wildlife. FGDL QUALITY ASSURANCE STATUS:
-Tolerances set to geoplan standards -DESCRIPT item added based on BASINS item -Shapearc, clean and regionpoly commands performed to transform original shapefile into a coverage. This resulted in the creation of polygons without attributes. These were not a part of the original shapefile obtained from FDEP and are merely an artefact of the arcview shapefile to ARC/INFO coverage conversion process.

DATA LINEAGE SUMMARY:
Statewide basins coverage was converted into a shapefile and subdivided into 8 smaller units by Joe Hand. Additional basins were created in ARCVIEW (For information on the procedures and rationale used to subdivide the statewide coverage and create these new basins, contact Joe Hand). The eight shapefiles were used as a source for making an updated statewide 305b coverage. Each shapefile was converted into an ARC/INFO REGIONS coverage using SHAPEARC command with the subclass option. Coverages were projected from Decimal Degrees NAD27 to Albers-Hpgn. Topology was rebuilt using the CLEAN command. A tolerance of 1 was used for fuzzy and dangle length. The regions coverages were converted to ARC polygon coverages using the REGIONPOLY command. The eight polygon coverages were mapjoined using the MAPJOIN command. Sliver polygons (coverage-id = 0) were eliminated with the ELIMINATE command. As a final check, the linework of the coverage was checked using each of the individual eight coverages as a backcover in ARCEDIT. Some additional small slivers were deleted manually in ARCEDIT. To assure that each polygon has a unique WBID (water body id), a summary statistics on item WBID was performed in ARCVIEW. There were 18 duplicated WBID'S. They were reassigned unique WBID'S following the guidelines supplied by Joe Hand. A shapefile was made of this coverage. DBASE tables (containing summaries of chemical and biological data) from the 305b report were joined to the attribute table of the shapefile in ARCVIEW. WBID was used as the joinitem. For a full description of the attribute table contact Joe Hand. The shapefile with the joined attribute table was converted into an ARC/INFO polygon coverage using SHAPEARC (with regions option), CLEAN (fuzzy and dangle length 1) and REGIONPOLY commands. This resulted in the 1996 version of the 305b data. The original datset was updated for 1998 using ArcView 3.1 by updating database information and by adding new polygons to accomodate new stations. The 305(b) dataset was received at the geoplan center as a shapefile. This shapefile was converted to an ARC/INFO coverage using the shapearc command. Many "empty" polygons were created in this process. These empty polygons are necessary for maintaining topology.
