GENERAL DESCRIPTION:

This dataset contains the 303(d) listed impaired waters for the State of Florida. Total Maximum Daily Loads (TMDLs) are to be created for each pollutant of concern for each water segment on the 303(d) list. A TMDL is the amount of pollutant a waterbody can receive and still meet applicable water quality standards for its designated use. The 303(d) list is derived from the 305(b) report.

USER NOTES:

Section 303(d) of the Clean Water Act requires states to submit a list of impaired waterbodies 
for their State.  The impaired waters are those that do not meet their designated use according 
to the 305(b) report.  The 303(d) list must contain the "parameters of concern" which resulted in 
the impairment of the waterbody.  The 1998 303(d) coverage represents the basins containing the 
1998 303(d) list of impaired waterways.  The 1998 303(d) list is based on information from the 
State's 1996 305(b) report.  The Clean Water Act then requires State's to develop a Total Maximum 
Daily Load (TMDL) for each parameter of concern for a 303(d) listed water.

FGDL QUALITY ASSURANCE STATUS:

-Tolerances set to geoplan standards
-DESCRIPT item added based on BASIN item
-Shapearc, clean and regionpoly commands performed to transform original shapefile into a 
coverage.  This resulted in the creation of polygons without any attributes.  These were not a 
part of the original shapefile obtained from FDEP.

DATA LINEAGE SUMMARY:

The 1998 303(d) coverage was created from the 1996 305(b) shapefile with modifications to the table. The WBID is the unique identifier for each of the waterbodies. The numbers under each of the water quality parameters (ex: turb) are the annual medians that are found in the 1996 305(b) report. (Creation of the 1996 305(b) dataset) Statewide basins coverage was converted into a shapefile and subdivided into 8 smaller units by FDEP. Additional basins were created in ARCVIEW (For information on the procedures and rationale used to subdivide the statewide coverage and create these new basins, contact FDEP). The eight shapefiles were used as a source for making an updated statewide 305b coverage. Each shapefile was converted into an ARC/INFO REGIONS coverage using SHAPEARC command with the subclass option. Coverages were projected from Decimal Degrees NAD27 to Albers-Hpgn. Topology was rebuilt using the CLEAN command. A tolerance of 1 was used for fuzzy and dangle length. The regions coverages were converted to ARC polygon coverages using the REGIONPOLY command. The eight polygon coverages were mapjoined using the MAPJOIN command. Sliver polygons (coverage-id = 0) were eliminated with the ELIMINATE command. As a final check, the linework of the coverage was checked using each of the individual eight coverages as a backcover in ARCEDIT. Some additional small slivers were deleted manually in ARCEDIT. To assure that each polygon has a unique WBID (water body id), a summary statistics on item WBID was performed in ARCVIEW. There were 18 duplicated WBID'S. They were reassigned unique WBID'S following the guidelines supplied by FDEP. A shapefile was made of this coverage. DBASE tables (containing summaries of chemical and biological data) from the 305b report were joined to the attribute table of the shapefile in ARCVIEW. WBID was used as the joinitem. For a full description of the attribute table contact FDEP. The shapefile with the joined attribute table was converted into an ARC/INFO polygon coverage using SHAPEARC (with regions option), CLEAN (fuzzy and dangle length 1) and REGIONPOLY commands. This resulted in the 1996 version of the 305(b) data. Items CLADD, MINYR, MAXYR, NOBS and STATUS were not defined in the original FDEP metadata or in the 303(d) or 305(b) lists from the FDEP website.
