GENERAL DESCRIPTION:
This dataset contains all monitoring locations that have been processed through the Watershed Information Network (WIN) applications in the State of Florida. WIN is the DEP repository for reporting and managing environmental quality data from non-regulatory databases or data sources from a range of data providers across the State of Florida. WIN replaces Florida STORET as an active data repository. WIN data, together with Florida STORET data, are used for a range of purposes, including but not limited to Impaired Waters Rule assessments, development of Total Maximum Daily Loads, Basin Management Action Plans, Strategic Monitoring Plans, and criteria development, including Site Specific Alternative Criteria (SSAC). Data providers to WIN and users of those data include federal, DEP and other state agencies, local agencies, academic institutions, volunteer organizations, private laboratories, and others. Monitoring locations must pass all WIN Minimum Data Quality Standards (MDQS), be individually visually verified by the organization that loaded the locations, and be associated to a NHD Reach Code, when required. Reach codes are required for all types of monitoring locations except for Oceans, Wetlands, Spring Boils, Spring Vents, and Ground Water types.

ORG_ID ORGANIZATION_ID: The unique identifier of the State, Federal, local, academic, commercial, volunteer, or other agency responsible for and in ownership of retrieved data. This identifier is assigned by Florida Department of Environmental Protection in cooperation with US Environmental Protection Agency.

ORG_NAME ORGANIZATION_NAME: The formal full-length name of the Organization that owns the data.

M_LOC_ID MONITORING_LOC_ID: The alpha-numeric code assigned by the owning Organization which uniquely identifies the Monitoring Location within the Organization.

LOC_NAME LOCATION_NAME: The name by which an Organization refers to a Monitoring Location (site at which sampling or other activities are conducted).

COUNTY A code designator used to identify the Florida county in which the monitoring location resides.

PRI_TYPE PRIMARY_TYPE: The code that represents the primary type designation of a Monitoring Location.

SEC_TYPE SECONDARY_TYPE: The code that represents the secondary type designation of a Monitoring Location.

DEP_DATUM The name that describes the DEP reference datum used in determining the DEP latitude and longitude coordinates.

COORD_METH DEP_COORD_METHOD: The code that identifies the DEP Collection Method used to determine the DEP latitude and longitude coordinates.

NHD_REACH GIS_NHD_REACH_CODE_ID: In the NHD, each reach (continuous piece of surface water with similar hydrologic characteristics) is assigned a reach code. A reach code is a 14 digit code comprised of two parts. The first eight digits are the HUC for the sub basin in which the reach exists, and the last six digits are a sequential number that is assigned when reach codes are allocated in the sub basin. Each reach code occurs only once throughout the nation, but a reach code may be on a number of contiguous features, if they all belong to the same reach. Once assigned, a reach code is permanently associated with its reach. If the reach is deleted, its reach code is retired.

WATERBODY_ WATERBODY_NAME: The Florida DEP recognized name of a waterbody on which the monitoring location resides (e.g., BISCAYNE AQUIFER, TURTLE SPRING).

VV_DATE VISUAL_VERIFICATION_DATE: The date and time indicating when the "Visual Verification" process was performed. This information will be generated by WIN during the process.

VV_NAME VISUAL_VERIFIER_NAME: The name of the person which is performing the "Visual Verification" process at the time of the data load. This information will be generated by WIN during the process.

LAT_DD Latitude in decimal degrees.

LONG_DD Longitude in decimal degrees.

MGRS Military Grid Reference System (MGRS) Coordinate of the Facility. The MGRS is the geocoordinate standard used by NATO militaries for locating points on the earth. The MGRS provides a means to represent any location on the surface of the Earth using an alphanumeric string. Hierarchical references are based on the Universal Transverse Mercator (UTM) coordinate system. The MGRS is used for the entire earth. http://mgrs-data.org/

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been

The GeoPlan Center downloaded the Watershed Information Network (WIN) Monitoring Locations dataset on August 1st, 2018 from the FDEP Data Portal: Florida Department of Environmental Protection Geospatial Open Data: http://geodata.dep.state.fl.us/ http://geodata.dep.state.fl.us/datasets/watershed-information-network-win-monitoring-locations Please Note: Data is also available via the FTP website: http://publicfiles.dep.state.fl.us/otis/gis/data/WIN_MONITOR_LOCATIONS_SP.zip WIN_MONITOR_LOCATIONS_SP.zip WIN_MONITOR_LOCATIONS_SP.gdb The GDB layer was exported to shapefile. The dataset's projection was redefined to FGDL Albers. During the QA/QC process the following tasks were undertaken: - Redefined the dataset's projection from FDEP Albers to FGDL Albers. - Deleted the OBJECTID field. - Uppercased all records in the table. - A DESCRIPT field was added based on LOC_NAME and M_LOC_ID. - A FGDLAQDATE field was added based on date downloaded from source. - Renamed file from WIN_MONITOR_LOCATIONS_SP to WIN_MONITOR_LOC_APR17.
