GENERAL DESCRIPTION:
This dataset contains the Florida subset of the 2010 National Inventory of Dams (NID). The NID is a congressionally authorized database, which documents dams in the U.S. and its territories. The NID was most recently reauthorized in the Dam Safety Act of 2006. The current NID, published in 2010, includes information on 84,000 dams that are more than 25 feet high, hold more than 50 acre-feet of water, or are considered a significant hazard if they fail. The NID is maintained and published by USACE, in cooperation with the Association of State Dam Safety Officials (ASDSO), the states and territories, and federal dam-regulating agencies. The database contains information about the dam s location, size, purpose, type, last inspection, regulatory facts, and other technical data. The information contained in the NID is updated approximately every two years. This layer is an update to the FGDL layer EPADAM.shp (1996).

DAM_NAME Official name of the dam. No abbreviations used unless a part of the official name. For dams that do not have an official name, the popular name is used.

DAM_NAME2 Reservoir name or names in common use other than the official name of the dam. Names are separated with semi-colons.

NIDID Enter the official NID identification number for the dam, known formerly as the National ID. This is a required field, and must have an entry for each dam included in the NID. This field is used as the unique identifier for each dam record. The first two characters of the identity are the state two-letter abbreviation, based on the location of the dam.

INSPECTION Date of the most recent inspection of the dam prior to the transmittal of the data by the submitting agency.

OWNER_TYPE The type of owner.

OWNER_NAME Name of the owner of the dam.

NID_HEIGHT A calculated field based on the maximum value of field items Dam Height, Structural Height, and Hydraulic Height, providing a single height value to facilitate database queries.

NID_STORAG A calculated field based on the maximum value of field items Maximum Storage and Normal storage, providing a single storage value to facilitate database queries.

PRIMARY_PU The primary purpose for which the reservoir is used

ALL_PURPOS The purposes for which the reservoir is used.

DAM_TYPE The type of dam.

RIVER Official name of the river or stream on which the dam is built. If the stream is unnamed, it is identified as a tributary ("TR") to the named river. If the dam is located offstream, the name of the river or stream is entered plus "-OS" or "OFFSTREAM".

COUNTY Name of the county in which the dam is located.

STATE The two letter abbreviation for the state in which the dam is located.

CONG_DIST The congressional district where the dam is located. A calculated field based on the latitude/longitude coordinate of the dam.

CONG_REP The congressional person representing the district where the dam is located. A calculated field based on the latitude/longitude coordinate of the dam.

Congress first authorized the US Army Corps of Engineers to inventory 
dams in the United States with the National Dam Inspection Act 
(Public Law 92-367) of 1972. The NID was first published in 1975, 
with a few updates as resources permitted over the next ten years. The 
Water Resources Development Act of 1986 (P.L. 99-662) authorized 
the Corps to maintain and periodically publish an updated NID, with 
re-authorization and a dedicated funding source provided under the 
Water Resources Development Act of 1996 (P.L. 104-3). The Corps 
also began close collaboration with the Federal Emergency Management 
Agency (FEMA) and state regulatory offices to obtain more accurate and 
complete information. The National Dam Safety and Security Act of 2002 
(P.L. 107-310) reauthorized the National Dam Safety Program and included 
the maintenance and update of the NID by the Corps of Engineers. The 
most recent Dam Safety Act of 2006 reauthorized the maintenance and 
update of the NID.

The NID consists of dams meeting at least one of the following criteria;
1) High hazard classification - loss of one human life is likely if the dam fails,
2) Significant hazard classification - possible loss of human life and likely 
    significant property or environmental destruction,
3) Equal or exceed 25 feet in height and exceed 15 acre-feet in storage,
4) Equal or exceed 50 acre-feet storage and exceed 6 feet in height.

The goal of the NID is to include all dams in the U.S. that meet these 
criteria, yet in reality, is limited to information that can be gathered and 
properly interpreted with the given funding. The Inventory initially 
consisted of approximately 45,000 dams, which were gathered from 
extensive record searches and some feature extraction from aerial 
imagery. Since continued and methodical updates have been 
conducted, data collection has been focused on the most reliable data 
sources, which are the various federal and state government dam 
construction and regulation offices.

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been

DATA LINEAGE SUMMARY:
GeoPlan Center Process Steps:
After obtaining a username and password, GeoPlan downloaded 
the Florida subset of the National Inventory of Dams from 
http://geo.usace.army.mil/pgis/f?p=397:101:644723384651101::NO::: 
on 9/12/2012. The file was a table in a tab delimited.txt format.

The table was converted to a DBF file format and imported into 
a file geodatabase. The "add XY data" tool was then used to 
create a spatial layer from the XY coordinates provided in the 
database using the WGS 1984 geographic coordinate system. 

This layer was exported as a shapefile and projected to FGDL
Albers. The following tasks were undertaken once the shapefile
was projected.

- Uppercased all records.
- Renamed several fields that were truncated during 
  the conversion to shapefile process.
- Recalculated the LONGITUDE and LATITUDE fields.
- Added and calculated the USNG_FL_1K field.
- A FLAG field was added to denote if the feature has been
  visually confirmed and relocated to the center of the dam structure.
- A DESCRIPT field was added based on PRIMARY_PU.
- A FGDLAQDATE field was added based on date of download.

Each record was then scrutinized using aerial imagery and
georectified U.S. Geological Topographic Maps. Points for which 
the damn could be visually verified were relocated to the center 
of the damn structure and retained a value of "V" in the "FLAG" 
attribute. All others retained a value of "NV" and were not spatially 
relocated. Of the 892 dam structures, 424 features were visually 
verified and relocated.
