This dataset contains the Off-systems Roads from the October 2017 version of the Florida Department of Transportation Roads Characteristics inventory (RCI) dataset. The Off System feature class shows the roadways classified as active off the State Highway System (SHS) as derived from event mapping Feature 140, characteristic STATEXPT from the FDOT Roadway Characteristics Inventory data.
The FDOT GIS Off System Roads feature class provides spatial information on Florida Roads not maintained by Florida DOT that are city or county owned. For Off System, the segment status is coded as 09. The STATEXPT information that determines road status is required for all roadways in the Roadway Characteristics Inventory (RCI) database.

Spatial and Attribute Information
This dataset was created using ESRI event mapping. The route system is the Transportation Data and Analytics' linear referencing system (LRS). The event source data are from the off_system table stored in Oracle. The query used to generate the event source table is: select * from off_system;
The data set was taken from the Florida Department of Transportation Statistics Office from the following webpage: http://www.dot.state.fl.us/planning/statistics/gis The data set was originally downloaded in OCTOBER 2017 as the RCI basemap. Specific instructions, created by URS Corporation and the GeoPlan Center, were carried out. The data set is then to be updated on a regular basis. The data was originally in UTM Zone 17, Nad83, units meters. The data was projected to Albers HPGN. -Download the most recent Statewide Personal GeoDataBase -Export from feature class "off_system" to shapefile -Project the shape file to the standard FGDL projection. -Deleted items OBJECTID, Shape_Leng, Shape_Length -Add Descript item based on ROADWAY
