GENERAL DESCRIPTION:
FRA Grade Crossings is a spatial file that originates from the National Highway-Rail Crossing, Inventory Program. The program is to provide information to Federal, State, and local governments, as well as the railroad industry for the improvements of safety at highway-rail crossing. This is an update to the rail_xing_2014 layer.

USER NOTES:
The quality of the inventory can vary because a record of grade crossing 
location is being maintained by each state and railroad that is responsible 
for maintaining its respective information.
This data is provided 'as is' by GeoPlan and is complete to our
knowledge.
GeoPlan relied on the integrity of the attribute information within
the original data.
Highway-railroad grade crossings are intersections where a highway crosses a 
railroad at-grade.  Grade crossings may be public or private. Public grade 
crossings are roadways that are under the jurisdiction of, and maintained by, a 
public authority. Private grade crossings are on roadways privately owned, such 
as on a farm or industrial area, and is intended for use by the owner or by the 
owner's licensees and invitees.


The National Transportation Atlas Database is a set of nationwide geographic 
databases of transportation facilities, transportation networks, and associated 
infrastructure. These datasets include spatial information for transportation 
modal networks and intermodal terminals, as well as the related attribute 
information for these features. Metadata documentation, as prescribed by the 
Federal Geographic Data Committee, is also provided for each database. The 
data support research, analysis, and decision-making across all modes of 
transportation. They are most useful at the national level, but have major 
applications at regional, state, and local scales throughout the transportation 
community.

Rail Crossings is a spatial file maintained by the Federal 
Railroad Administration (FRA) for use by States and 
Railroads.

This data is provided 'as is' and its horizontal positional accuracy
has not been verified by GeoPlan

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been
made to supply the user with data documentation. For additional

DATA LINEAGE SUMMARY:
In 2015 GeoPlan obtained the data from the Bureau of 
Transportation Statistics (BTS) in CDROM format. The data 
was in the following geographical coordinate system:
WGS 1984 Datum, Units: Degrees.  During the QA/QC process
GeoPlan performed the following tasks.

- Extracted features where "STATECODE" = '12' to select features
  in Florida. Deleted one record that fell outside the Florida state extent.
- When checking 2015 metadata for date, no date was found.  
  Opened text file associated with rr_crossings.shp and found date of 
  June 2015 at the end of the text file.
- The original shapefile was projected in GCS_WGS_1984. Reprojected the 
  shapefile to Albers Conical Equal Area (fgdl_square) using the 
  WGS_1984_(ITRF00)_To_NAD_1983 + NAD_1983_To_HARN_Florida 
  transformation.
- Added DESCRIPT field and populated it based on STREET
- Added FGDLAQDATE field and populated it based on the date 
  GeoPlan received the data
- Restructured table by reducing field lengths to better suit data.
- Uppercased all fields


NOTE: Found that the margin of error was higher than 0.005 
between 2015 and 2014 shapefiles because GeoPlan switched 
transformation methods in January of 2015.  Tested this by 
transforming original 2015 data using the old transformation method 
and comparing it to the 2014 ETAT shapefile.  Future transformation 
of this data should line up with the newest transformation.
