Paddling Trail Opportunity corridors represent the vision for a comprehensive water-based trail system. This data includes waterways that are designated as part of the FGTS or are appropriate for future designation. Because water trails are not consistently captured in local and regional planning efforts like land trails typically are, it is important to establish basic criteria for inclusion. To be recognized as a Paddling Trail Opportunity, the paddling corridor must meet these criteria to the greatest extent possible: be an existing or potential tourism destination due to the scenic qualities and diverse experiences, span at least three miles in length, be navigable during most months in an average year, and benefit from increased visitation without harm to the natural environment.
This GIS layer is created by the Office of Greenways of Trails as an update to the 2015 Paddling Trail Opportunities layer, to support the statewide Florida Greenways & Trails System (FGTS). The Florida Greenways and Trails System (FGTS) Plan provides a comprehensive approach to identify, prioritize, connect, promote and coordinate the implementation of a statewide system of connected greenways and trails. This plan is the vision for the FGTS both on land and water, with the intent of improving the health and welfare of the public. Creating a statewide system of greenways and trails for Florida is an important way to integrate aspects of the natural and human environments. Greenways and trails join communities together by linking features such as parks, open space, historic sites and residential areas. Nonmotorized trails and waterways provide places for paddlers, bicyclists, hikers, horseback riders and others to recreate and experience the many natural and cultural wonders of our state. Greenways are natural landscape linkages that are vital to the maintenance of functional and healthy native ecosystems. Ecological greenways support our human environments and allow wildlife to thrive and travel from place to place.

This dataset should be used in conjunction with the Office of Greenways and Trails Florida Greenways & Trails System Plan 2018-2022. Pursuant to Chapter 260.0141 Florida Statutes: Planning materials, maps, and data and other information developed or used in the Greenways and Trails Program shall not be construed as designation of lands as part of the statewide system of greenways and trails. Identification of lands on this map shall not: 1. Require or empower any unit of local government, or any state agency, to impose additional or more restrictive environmental, land-use, or zoning regulations; 2. Be construed or cited as authority to adopt, enforce, or amend any environmental rule or regulation; comprehensive plan goals, policies, or objectives; or zoning or land-use regulations; 3. Be used as the basis for permit denial; imposition of any permit condition; or application of any rule, regulation, or ordinance by any subdivision of local, regional, or state government, or; 4. Be construed or cited as authority by any governmental agency to reduce or restrict the rights of owners of lands so identified.
