Abstract:
The Paddling Trails Opportunities Map represents the vision for a comprehensive water-based trails system. This map includes waterways that are designated as part of the FGTS or are appropriate for future designation. Because water trails are not consistently captured in local and regional planning efforts like land trails typically are, it is important to establish a basic criteria for inclusion. Therefore, to be included in the Paddling Trails Opportunity Map, a waterway shall - Represent an existing or potential destination trail that reaches beyond the local area due to its scenic qualities and diversity of experiences. - Be at least three miles in length, preferably longer. - Be navigable during the majority of months in an average year.
Purpose:
These shapefiles were created as part of the Florida Greenways & Trails System (FGTS) Plan 2013-2017, which outlines the new vision for the Florida Greenways and Trails System. This GIS layer was created as an update to the 2008 Paddling Trail Opportunity layer, to support the Florida Statewide Greenways & Trails System. The FGTS is made up of existing, planned and conceptual trails and ecological greenways that form a connected, integrated statewide network. The FGTS serves as a green infrastructure plan for Florida, tying together the greenways and trails plans and planning activities of communities, agencies and non-profit organizations throughout Florida. The Opportunity Maps address Goal 1 of the FGST Plan - "Identify and prioritize trails and greenways to facilitate completion of the FGTS." The Opportunity Maps contain the comprehensive vision for the FGTS.

This dataset should be used in conjunction with the Office of Greenways and Trails Florida Greenways & Trails System Plan 2013-2017. Pursuant to Chapter 260.0141 Florida Statutes: Planning materials, maps, and data and other information developed or used in the Greenways and Trails Program shall not be construed as designation of lands as part of the statewide system of greenways and trails. Identification of lands on this map shall not: 1. Require or empower any unit of local government, or any state agency, to impose additional or more restrictive environmental, land-use, or zoning regulations; 2. Be construed or cited as authority to adopt, enforce, or amend any environmental rule or regulation; comprehensive plan goals, policies, or objectives; or zoning or land-use regulations; 3. Be used as the basis for permit denial; imposition of any permit condition; or application of any rule, regulation, or ordinance by any subdivision of local, regional, or state government, or; 4. Be construed or cited as authority by any governmental agency to reduce or restrict the rights of owners of lands so identified.

A note about data scale:
Scale is an important factor in data usage. Certain scale datasets are not suitable for some project, analysis, or modeling purposes. Please be sure you are using the best available data.
1:24000 scale datasets are recommended for projects that are at the county level. 1:24000 data should NOT be used for high accuracy base mapping such as property parcel boundaries. 1:100000 scale datasets are recommended for projects that are at the multi-county or regional level. 1:125000 scale datasets are recommended for projects that are at the regional or state level or larger.
Vector datasets with no defined scale or accuracy should be considered suspect. Make sure you are familiar with your data before using it for projects or analysis.
