A description of the roads significant traffic characteristics and operating conditions. The levels reflect a number of factors, such as speed, travel time, traffic interruptions, freedom to maneuver, safety, driver comfort, convenience and operating cost. Specific definition differ by facility type such as Controlled Access highways, Multilane Rural without Access Control, Two Lanes, Urban and Suburban Arterials. Level of Service is classified by flow and ADT (Average Daily Traffic) greater than or less than 400. Refer to American Association of State Highway and Transportation Officials (AASHTO) for full descriptions.

Dynamic segmentation, using the "Make Route Event Layer" process is used to segment the measured routes in each of the Forest feature classes. The resulting segmented feature classes are appended together to form an intermediate agency-wide feature class. The geometry originated as feature classes managed by individual National Forests.
