This data set serves as documentation of land use within the Lower West Coast (LWC) Planning Region of the South Florida Water Management District as it existed in 2011-2012. Land Use data was updated from 2008-09 LCLU by photo-interpretation from 2011-2013 aerial photography and classified using the SFWMD modified FLUCCS classification system. Features were interpreted from the county-based aerial photography (1 ft pixel) and updated on screen from the 2008-09 vector data. Horizontal accuracy of the data corresponds to the positional accuracy of the county aerial photography. The minimum mapping unit for classification was 2 acres for wetlands and 5 acres for uplands. The update was completed on 11/13/2014. Please note: The field names in the original attribute table from SFWMD were renamed by the GeoPlan Center. The original field names from SFWMD are listed in the Process Steps (Data Quality Section) and in the Attribute Definitions (Entity and Attribute Information section). All Water Management District land use datasets distributed via FGDL will contain these standardized field names, for ease of using land use data at the statewide extent. This is an update to the FGDL data layer LU_SFWMD_2008.

GeoPlan relied on the integrity of the attribute information within the original data.
Assessment of classification Accuracy: IT-GIS assessed overall quality and classification accuracy using a standardized quality control process to meet accuracy criteria. Each section deliverable, as well as the pilot, had a overall classification accuracy of 90% for each Level I category, 85% for each FLUCCS Level II category and 75% for FLUCCS Level III and IV categories.
Minimum mapping unit for land cover/land use polygons was 2 acres for wetlands and 5 acres for uplands.
The 2008-09 update uses the 2004-05 LCLU dataset as the basis. The delineations were performed in a heads-up digital environment relative to the 2008-09 natural color county aerial photography. All boundaries were updated through on screen digitizing to ensure accurate and coincident registration of LCLU data that reflects the 2008-09 aerial photography.

Spatial and Attribute Information
An overview of the mapping methodology and work flow which was utilized during the project is demonstrated in "Database Design" document stored in Documentum. The typical workflow for each check in-and-out cycle includes 1) check out data from SDE to FGDB; 2) perform editing on screen based on 2008-09 aerial photography as the background; 3) validate topology rules; 4) eliminate coincidental attribution with some exceptions such as polygons connected to each other with a corner point or polygons share the same boundary but one of them has not the latest aerial photograph available as the background; 5) assess overall accuracy using Kappa statistics; and 6) check in data to SDE. No line work was transferred from the county parcel data.
