TITLE: SOUTH FLORIDA WATER MANAGEMENT DISTRICT LAND USE AND COVER (PARTIAL COVERAGE) 2011 - 2013

Geodataset Name: LU_SFWMD_2013_LWC
Geodataset Type: SHAPEFILE
Geodataset Feature: Polygon
Feature Count: 86849
GENERAL DESCRIPTION:
This data set serves as documentation of land use within the Lower West Coast (LWC) Planning Region of the South Florida Water Management District as it existed in 2011-2012. Land Use data was updated from 2008-09 LCLU by photo-interpretation from 2011-2013 aerial photography and classified using the SFWMD modified FLUCCS classification system. Features were interpreted from the county-based aerial photography (1 ft pixel) and updated on screen from the 2008-09 vector data. Horizontal accuracy of the data corresponds to the positional accuracy of the county aerial photography. The minimum mapping unit for classification was 2 acres for wetlands and 5 acres for uplands. The update was completed on 11/13/2014. Please note: The field names in the original attribute table from SFWMD were renamed by the GeoPlan Center. The original field names from SFWMD are listed in the Process Steps (Data Quality Section) and in the Attribute Definitions (Entity and Attribute Information section). All Water Management District land use datasets distributed via FGDL will contain these standardized field names, for ease of using land use data at the statewide extent. This is an update to the FGDL data layer LU_SFWMD_2008.

FLUCCS_L1 The highest level (level 1) designation in a hierarchical coding scheme containing 4 levels.

LEVEL1 Level 1 land use description, based on the FDOT classification schema.

FLUCCS_L2 The second highest level (level 2) designation in a hierarchical coding scheme containing 4 levels.

LEVEL2 Level 2 land use description, based on the FDOT classification schema.

FLUCCS_L3 The third highest level (level 3) designation in a hierarchical coding scheme containing 4 levels.

LEVEL3 Level 3 land use description, based on the FDOT classification schema. There is a possibility that the FDOT Level 3 description does not match that of the Water Management District, for those occurrences this discrepancy has been identified in the FLUCCSCOMP field.

FLUCCSCOMP This field represents a comparison between the dataset's FLUCCS code description and the FDOT FLUCCS code description. Where these two descriptions differed a number one was inserted.

ACRES Number of Acres.

DESCRIPT Based on field FLUCCSDESC.

FGDLAQDATE The date FGDL acquired the data from the Source.

AUTOID Unique ID added by GeoPlan

SHAPE.AREA Area in meters

SHAPE.LEN Perimeter in meters

The FLUCCS uses 4-digit integer codes to represent the land use or land cover
types within the classification system pertaining to wetlands, uplands, and
anthropogenic features. The land cover code is populated in LCCODE field and
the land use code populated in LUCODE.

USER NOTES:
Assessment of classification Accuracy: IT-GIS assessed overall quality and
classification accuracy using a standardized quality control process to meet
accuracy criteria. Each section deliverable, as well as the pilot, had a overall
classification accuracy of 90% for each Level I category, 85% for each FLUCCS
Level II category and 75% for FLUCCS Level III and IV categories.
Minimum mapping unit for land cover/land use polygons was 2 acres for
wetlands and 5 acres for uplands.
GeoPlan relied on the integrity of the attribute information within
the original data.

The FLUCCS codes used in this update are similar to the 2004-05 LCLU codes
with some minor modifications. In the 2008-09 update, the LCLU code of 7440 -
Levees in the 2004-05 version of the FLUCCS has been re-mapped to 7470 -
Dikes and Levees; The LCLU code for Abandoned Groves has been changed
from 3230 to 2240; Wet Prairie 6430 was remapped to Fresh Water Marshes
6410.

This data supports various missions of the District (SFWMD).

The 2008-09 update uses the 2004-05 LCLU dataset as the basis. The
delineations were performed in a heads-up digital environment relative to the
2008-09 natural color county aerial photography. All boundaries were updated
through on screen digitizing to ensure accurate and coincident registration of
LCLU data that reflects the 2008-09 aerial photography.

A note about data scale:

Scale is an important factor in data usage. Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data.

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been
made to supply the user with data documentation. For additional
information, see the References section and the Data Source Contact
section of this documentation. For more information regarding
scale and accuracy, see our webpage at:

DATA LINEAGE SUMMARY:
An overview of the mapping methodology and work flow which was utilized during
the project is demonstrated in "Database Design" document stored in
Documentum. The typical workflow for each check in-and-out cycle includes 1)
check out data from SDE to FGDB; 2) perform editing on screen based on
2008-09 aerial photography as the background; 3) validate topology rules; 4)
eliminate coincidental attribution with some exceptions such as polygons
connected to each other with a corner point or polygons share the same boundary
but one of them has not the latest aerial photograph available as the background;
5) assess overall accuracy using Kappa statistics; and 6) check in data to SDE.
No line work was transferred from the county parcel data.
