This dataset contains 2016 Social Services Information for the
State of Florida. It contains information for a variety of organizations
that may provide tangible assistance or work in the advocacy realm.
Address information was derived from a variety of online data sources including
state and private webpages. The various categories of social services in this
dataset include adoption, children's services, orphanages, job training,
natural disaster, paratransit, access/benefits eligibility, food assistance,
homeless services, housing assistance, legal services, handicapped
and protective services. This dataset contains fields denoting the
physical address as well as contact information for social services
facilities located in Florida. This data is meant to be used for
planning purposes only and is not intended to represent a 100%
inventory of social services facilities in Florida.

What is Geocoding?
Geocoding is term used to describe the act of address matching. Geocoding
is the process of finding a geographic location (x, y point) for an address
(such as street number and name, city, state, and ZIP Code) on a map.
Geocoding is based off the typical address scheme for the US, in which one
side of the street contains even house numbers while the other side of the
street contains odd house numbers.
The geocoding process uses an algorithm to find the geographic location
of addresses. First, a street segment is identified using the zip code and
street name. Next, the geographic location of the address is matched using
the building number to determine how far down the street and on which side
of the street the building is located.
Geocoding Accuracy
The locational accuracy of geocoded addresses may vary from urban to rural
areas due to the algorithm used to generate the geographic locations of
addresses. The algorithm assumes that the size of parcels are equivalent
along a road route. This assumption tends to be more consistent in urban
areas, where the size of parcels vary less than in rural areas.
Consequently, the results of geocoded addresses in urban areas are usually
more reliable than those in rural areas.
For example, the locational accuracy of rural addresses can be slightly
off because some parcels along a rural route may be 15 acres while others
may be 2.5 acres, but the geocoding algorithm assumes that the addresses
are distributed evenly along the route.

The GeoPlan Center performed the following steps in order to create the 2016
statewide social services data layer.
Data for social services in the state of Florida were taken from a variety of online sources.
These sources were compiled using a variety of methods. Primarily, an older version of the
social services layer was consulted and compared to other datasets managed by GeoPlan
to see what overlap may be present and what needed to be carried over to a new dataset.
In addition, any other areas that may have been left out were considered by QAQC staff
and added.
The old layer, named GC_SocialService_May08, contained data that overlapped with other
layers. This updated layer version contains data points that were not included in other layers
or are services which were not included in the previous layer. If a user is looking for social

The various types of social services that were selected to be included in the new social
services layer were then searched online to find the most complete set of locations to add.
The final types and sub-types that were selected to be included in the social services layer include:

The data for each of the subtypes included in the social services layer was derived from an online
source. The data from these websites were copied and pasted into text files and edited to enable
easy exportation into an excel file. The excel file was edited further to improve formatting. The
social services records in the excel file were then geocoded using an address geocoder to create
a shapefile, presenting the social services locations in geographical space.
The following fields were added to the social services layer:
DESCRIPT, FLAG, UPDATE_DAY, FGDLAQDATE, OPERATING, OP_CLASS
These social services locations were then checked for accuracy. Locations were checked
using imagery, Google Street View, and internet queries. Good records were retained, bad
records or duplicates were removed, and records were marked as Verified or Not Verified in
the FLAG field. Extraneous fields were removed from the attribute information.

A note about data scale:
Scale is an important factor in data usage. Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data.
1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.
Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
