Abstract:
This dataset contains 2018 Law Enforcement Facilities information for the State of Florida.
 It is a combination of 42 Sources including existing County and City specific point datasets, 
and Law Enforcement addresses from: The Florida Department of Law Enforcement, The
Florida Highway Patrol, as well as the Yellow Pages and Super Pages online. The data 
contains selected fields denoting the physical address, number, regions, and contact 
information for Law Enforcement Facilities and Agencies located in Florida. Law Enforcement
Facilities and Agencies in this dataset consist of FDLE, Federal, Highway Patrol, Law 
Enforcement, Police, and Sheriff facilities.  This data is meant to be used for planning 
purposes only and is not intended to represent a 100% inventory of law enforcement facilities. 
Law enforcement locations that have been verified are marked with the letter V in the FLAG field.  
This dataset is an update to the FGDL dataset GC_LAWENFORCE_DEC12.shp.
Purpose:
The data was created to serve as base information for use in GIS systems 
for a variety of planning and analytical purposes.

What is Geocoding?
Geocoding is term used to describe the act of address matching.  Geocoding
is the process of finding a geographic location (x, y point) for an address
(such as street number and name, city, state, and ZIP Code) on a map.
Geocoding is based off the typical address scheme for the US, in which one
side of the street contains even house numbers while the other side of the
street contains odd house numbers.

The geocoding process uses an algorithm to find the geographic location
of addresses. First, a street segment is identified using the zip code and
street name. Next, the geographic location of the address is matched using
the building number to determine how far down the street and on which side
of the street the building is located.

Geocoding Accuracy
The locational accuracy of geocoded addresses may vary from urban to rural
areas due to the algorithm used to generate the geographic locations of
addresses. The algorithm assumes that the size of parcels are equivalent
along a road route. This assumption tends to be more consistent in urban
areas, where the size of parcels vary less than in rural areas.
Consequently, the results of geocoded addresses in urban areas are usually
more reliable than those in rural areas.

For example, the locational accuracy of rural addresses can be slightly
off because some parcels along a rural route may be 15 acres while others
may be 2.5 acres, but the geocoding algorithm assumes that the addresses
are distributed evenly along the route.

The GeoPlan Center performed the following steps in order to create the 2008
statewide law enforcement facilities data layer.

32 Different Sources Comprise the Law Enforcement Facility Dataset.

The following sources were either reprojected to the FGDL Albers NAD83 HPGN 
map projection or if no spatial data existed they were geocoded to a statewide 
2007 TeleAtlas Streets dataset.

Once the point sources were created via geocoding or reprojected they were 
merged into one statewide layer.

Record (facility) duplications were removed by manually viewing the table for each 
of the 67 counties.  Where record duplication existed source information of 
previously corrected FDOT Districts and Regional Planning Council data took 
preference followed by, County data, and finally geocoded data.

Below are the data Sources as described in the Source field in the attribute table.

in order to acquire the most up to date address information.

Next GeoPlan reviewed the table for attribute errors and updated 
the USNG_FL_1K field.
Next GeoPlan added and populated the GCID field.

Homeland Security Infrastructure Program (HSIP) were used to add new facilities 
and verify existing facilities.  FDEM law enforcement was downloaded by Kate and 
is saved in her directory.  HSIP law enforcement facility data was downloaded by 
Sam and is saved in his directory.

Because GC law enforcement has not been updated since 2012, it does not follow 
the current GC layer structure.  The following changes were made to update the 
layer to 2018 standards:

-Added PARCELID, OWNER, FSOURCE, MGRS, and ACRES
-Deleted OBJECTID, STATUS, SCORE, SIDE, MATCH_ADDR, SUBTYPE, 
MFN_ID, USNG_FL_1K and AUTOID
-Renamed SOURCE as DATASOURCE

Before adding the FDEM facilities, GeoPlan made the following changes:

-Reprojected from WGS84 to Albers
-Deleted OBJECTID, ID, ADDRESS2, STATE, ZIPP4, FIPS, DIRECTIONS, 
EMERGTITLE, EMERGTEL, EMERGEEXT, CONTDATE, CONTHOW, 
GEODATE, GEOHOW, HSIPTHEMES, NAICSCODE, NAICDESCR, GEOLINKID, 
STVENDOR, ST_VERSION, GEOPREC, PHONELOC, QC_QA, STATE_ID, ORI, 
LEMAS_ID, SECLEVEL, FACTYPE, AGENCY, INMATE_MEN, INMATE_WOM, 
INMATE_JUV, INMATE_COE, CAPACITY, TOTALPOP, EMERPHONE,

Before adding the HSIP facilities, GeoPlan made the following changes:

-Reprojected from FDEP_Albers_HARN to FGDL Albers

Before adding the facilities from miscellaneous websites, GeoPlan did the following:

-Converted CSV file to shapefile using x,y points
-Defined the projection as Albers
-Renamed ZIP as ZIPCODE, x as LONG_DD, and y as LAT_DD
-Deleted FAX and WEBSITE

Merged the MISC, HSIP, FDEM, and GC facilities shapefiles.

Recalculated LAT_DD, LONG_DD, GCID and MGRS

Updated FGDLAQDATE and calculated UPDATE_DAY, TYPE, FSOURCE, and 
DATASOURCE for newly added facilities

Joined 2017 Parcels based on location and then populated PARCELID, OWNER 
and ACRES fields.

Populated OP_CLASS and OPERATING fields based on information given in the 
NAME field.

Upcase all fields. Populated DESCRIPT based on NAME. 

Saved as gc_lawenforce_nov18.

compiled by the University of Florida GeoPlan Center with support from
the Florida Department of Transportation. GIS data available in FGDL is
collected from various state, federal, and other agencies (data sources)
who are data stewards, producers, or publishers. The data available in
FGDL may not be the most current version of the data offered by the
data source. University of Florida GeoPlan Center makes no guarantees
about the currentness of the data and suggests that data users check
with the data source to see if more recent versions of the data exist.

Furthermore, the GIS data available in the FGDL are provided 'as is'.
The University of Florida GeoPlan Center makes no warranties, guaranties
or representations as to the truth, accuracy or completeness of the data
provided by the data sources. The University of Florida GeoPlan Center

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been
made to supply the user with data documentation. For additional
