GENERAL DESCRIPTION:
This dataset contains locations of facilities in Florida that have lasers on site. This dataset is based on information received from the Florida Department of Health's Bureau of Radiation Control, current up to November 2010. This dataset contains fields denoting the physical address and the specific laser information for that site. This dataset is an update to the gc_lasers_mar08.shp layer.

OBJECTID Internal feature number.

Shape Feature geometry.

Status ESRI item which denotes the status of the geocoded address whether it was matched or not

Score ESRI item which denotes the score with which the address was matched to a feature in the reference data

Side ESRI item which denotes the side of the street to which the address was matched (for geocoding service styles that can match an address to a particular side of a street).

Match_addr ESRI item which denotes the full street layer address to which the address was matched.

NAME The company where the laser is located.

ADDRESS The physical street address of the laser facility.

CITY The city the laser facility is located in.

ZIPCODE The five digit Zip code for the laser facility.

COUNTY The county the laser facility is located in.

PHONE The phone number of the laser facility.

EXT The phone extenstion of the laser facility.

QUANTITY The quantity of lasers at the facility. The quantity field should always have a positive integer in it, or a zero. If you see zero, it means that laser was removed from registration at some point after initially being registered.

MEDIUM The medium of the laser at the facility (See below for code descriptions)

CLASS FDA's Laser Hazard Class
1 = Considered non-hazardous. Hazard increases if viewed with optical aids, including magnifiers, binoculars, or telescopes

2A, 2 = Hazard increases when viewed directly for long periods of time. Hazard increases if viewed with optical aids.

3A = Depending on power and beam area, can be momentarily hazardous when directly viewed or when staring directly at the beam with an unaided eye. Risk of injury increases when viewed with optical aids.

3B = Immediate skin hazard from direct beam and immediate eye hazard when viewed directly

4 = Immediate skin hazard and eye hazard from exposure to either the direct or reflected beam; may also present a fire hazard.

USNG_FL_1K Facility's 1-kilometer United States National Grid (USNG) address. Use of the USNG ensures a uniform grid mapping and positional reporting system for search and rescue, emergency planning, response, and recovery.

What is Geocoding?
Geocoding is term used to describe the act of address matching.  Geocoding
is the process of finding a geographic location (x, y point) for an address
(such as street number and name, city, state, and ZIP Code) on a map.
Geocoding is based off the typical address scheme for the US, in which one
side of the street contains even house numbers while the other side of the
street contains odd house numbers.

The geocoding process uses an algorithm to find the geographic location
of addresses. First, a street segment is identified using the zip code and
street name. Next, the geographic location of the address is matched using
the building number to determine how far down the street and on which side
of the street the building is located. Geocoding Accuracy

The locational accuracy of geocoded addresses may vary from urban to rural
areas due to the algorithm used to generate the geographic locations of
addresses. The algorithm assumes that the size of parcels are equivalent
along a road route. This assumption tends to be more consistent in urban
areas, where the size of parcels vary less than in rural areas.
Consequently, the results of geocoded addresses in urban areas are usually
more reliable than those in rural areas.

For example, the locational accuracy of rural addresses can be slightly
off because some parcels along a rural route may be 15 acres while others
may be 2.5 acres, but the geocoding algorithm assumes that the addresses
are distributed evenly along the route.

The data was created to serve as base information for use in GIS 
systems for a variety of planning and analytical purposes.

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been

Laser locations and information were obtained from the 
Department of Health's Bureau of Radiation Control via 
email in Microsoft Access format from James Futch.

There were two separate tables; one detailing the laser attributes 
and the second detailing the facility's name and location. 

These tables were joined based on the common laser 
registration number attribute.  

There were 7,924 records in the original table. 

The facility to laser relationship is one to many therefore duplicate 
locations do exist. 

The joined table was converted to a general database file (.dbf). 

Once converted, 146 records were removed due to their location 
outside the state of Florida. Another 813 records were 
removed that had a 0 in the QUANTITY field. 

Zeros show that the laser was removed from registration at some point 
after initially being registered. 

The dbf was then geocoded against a statewide 2009 NAVTEQ street 
dataset and converted into a shapefile with the FGDL Albers HPGN map 
projection. (See "Map Projection Parameters" below). 

After geocoding the following tasks were undertaken.

- Unmatched locations or locations receiving a score 
  below 80 (aprox 1420) were reevaluated using Google Maps.
  Locations' addresses that were successfully located were 
  modified to reflect the correct address using  the geocode 
  rematch tool in ArcGIS. 

- 83 records were unable to be matched and removed
  from the database.

- Added and calculated the USNG_FL_1K, LAT_DD,
  and, LONG_DD fields.

- Changed the field name "COMPANY" to "NAME"

- Changed the field name "STREET" to "ADDRESS"

- Changed the field name "ZIP" to "ZIPCODE"

- Added FLAG and UPDATE_DAY fields.

- Added FGDLAQDATE based on the date GeoPlan 
  acquired the  data from the Source.

- Added the DESCRIPT field based on COMPANY.
