GENERAL DESCRIPTION:
This dataset contains 2016 Registered Daycare Facility Information for the State of Florida. The layer was derived from the Florida Department of Children and Families, Registered Child Care Facility Provider Database. The data contains selected fields denoting the physical address, facility type, and capacity information for daycares located in Florida. Child care means the care, protection, and supervision of a child, for a period of less than 24 hours a day on a regular basis, which supplements parental care, enrichment, and health supervision for the child, in accordance with his or her individual needs, and for which a payment, fee, or grant is made for care. Child care facility includes any child care center or child care arrangement which provides child care for more than five children unrelated to the operator and which receives a payment, fee, or grant for any of the children receiving care, wherever operated, and whether or not operated for profit. This data is meant to be used for planning purposes only and is not intended to represent a 100% inventory of daycare facilities in Florida. Daycare facility locations that have been verified are marked with the letter V in the FLAG field. This dataset is an update to the GC_DAYCARE_OCT10 layer.

CHILD CARE FACILITY = Child care facility includes any child care center or child care arrangement which provides child care for more than five children unrelated to the operator and which receives a payment, fee, or grant for any of the children receiving care, wherever operated, and whether or not operated for profit. The following are not included: (a) Public schools and nonpublic schools and their integral programs, except as provided in s. 402.3025;(b) Summer camps having children in full-time residence;(c) Summer day camps;(d) Bible schools normally conducted during vacation periods; and (e) Operators of transient establishments, as defined in chapter 509, which provide child care services solely for the guests of their establishment or resort, provided that all child care personnel of the establishment are screened according to the level 2 screening requirements of chapter 435.1

FACILITY = Same as CHILD CARE FACILITY

LARGE FAMILY CHILD CARE HOME = Large family child care home means an occupied residence in which child care is regularly provided for children from at least two unrelated families, which receives a payment, fee, or grant for any of the children receiving care, whether or not operated for profit, and which has at least two full-time child care personnel on the premises during the hours of operation. One of the two full-time child care personnel must be the owner or occupant of the residence. A large family child care home must first have operated as a licensed family day care home for 2 years, with an operator who has had a child development associate credential or its equivalent for 1 year, before seeking licensure as a large family child care home. A large family child care home shall be allowed to provide care for one of the following groups of children, which shall include those children under 13 years of age who are related to the caregiver: (a) A maximum of 8 children from birth to 24 months of age. (b) A maximum of 12 children, with no more than 4 children under 24 months of age.

LARGE HOME = Same as LARGE FAMILY CHILD CARE HOME

LICENSED FAMILY DAY CARE HOME = Family day care home means an occupied residence in which child care is regularly provided for children from at least two unrelated families and which receives a payment, fee, or grant for any of the children receiving care, whether or not operated for profit. A family day care home shall be allowed to provide care for one of the following groups of children, which shall include those children under 13 years of age who are related to the caregiver: (a) A maximum of four children from birth to 12 months of age. (b) A maximum of three children from birth to 12 months of age, and other children, for a maximum total of six children. (c) A maximum of six preschool children if all are older than 12 months of age. (d) A maximum of 10 children if no more than 5 are preschool age and, of those 5, no more than 2 are under 12 months of age.

RELIGIOUS EXEMPT = Same as RELIGIOUS EXEMPT FACILITY

RELIGIOUS EXEMPT FACILITY = A child care facility is religiously exempt if it is an integral part of a church or parochial school -- conducting regularly scheduled classes, courses of study or educational programs. It is accredited by, or by a member of, an organization that publishes and requires compliance with its standards for health, safety and sanitation. It meets background screening requirements in ss. 402.305 and 402.3055, Florida Statutes. Failure to comply with these screening requirements will result in loss of the facility's exemption from licensure.

SUBSTANTIAL COMPLIANCE = Substantial compliance means that level of adherence which is sufficient to safeguard the health, safety, and well-being of all children under care. Substantial compliance is greater than minimal adherence but not to the level of absolute adherence. Where a violation or variation is identified as the type which impacts, or can be reasonably expected within 90 days to impact, the health, safety, or well-being of a child, there is no substantial compliance.


OWNER Entity owner of the facility.

OPERATING The responsible organization for management and operation of a facility (e.g., FEDERAL, STATE, COUNTY, MUNICIPAL, PRIVATE, WMD, etc).

OP_CLASS Classification of the operating entity. (e.g., public, private, quasi-public).

CAPACITY The maximun number of children allowed at the facility.

FSOURCE Feature Spatial Source.

DATASOURCE Feature Data/Tabular Source.

LAT_DD Latitude in decimal degrees.

LONG_DD Longitude in decimal degrees.

MGRS Military Grid Reference System (MGRS) Coordinate of the Facility. The MGRS is the geocoordinate standard used by NATO militaries for locating points on the earth. The MGRS provides a means to represent any location on the surface of the Earth using an alphanumeric string. Hierarchical references are based on the Universal Transverse Mercator (UTM) coordinate system. The MGRS is used for the entire earth. http://mgrs-data.org/.

GCID The GeoPlan Center identification number.

ACRES Facility acreage.

DESCRIPT Field added by FGDL based on NAME.

FLAG Type of update that occurred. About Child Care Licensure:
The child care licensing program is a component of the services provided by Department
of Children and Families. The program is accountable for the statewide licensure of
Florida's child care facilities, specialized child care facilities for the care of mildly
ill children, large family child care homes and licensure or registration of family
day care homes. The purpose of the program is to ensure a healthy and safe environment
for the children in child care settings and to improve the quality of their care through
regulation and consultation. The department ensures that licensing requirements are met
through on-going inspections of child care facilities and homes, thus preventing the
continued operation of substandard child care programs.

Currently, DCF child care licensing staff are responsible for the inspection and licensure
of child care facilities and homes in 62 out of 67 counties in the State of Florida as
well as registration of family day care homes in those counties which do not require
licensure. Five counties have elected to regulate licensing of child care facilities and
homes as provided in 402.306, Florida Statutes. Those counties are Broward, Hillsborough,
Palm Beach, Pinellas, and Sarasota.

What is Geocoding?
Geocoding is term used to describe the act of address matching.  Geocoding
is the process of finding a geographic location (x, y point) for an address
(such as street number and name, city, state, and ZIP Code) on a map.
Geocoding is based off the typical address scheme for the US, in which one
side of the street contains even house numbers while the other side of the
street contains odd house numbers.

The geocoding process uses an algorithm to find the geographic location
of addresses. First, a street segment is identified using the zip code and
street name. Next, the geographic location of the address is matched using
the building number to determine how far down the street and on which side
of the street the building is located. Geocoding Accuracy

The locational accuracy of geocoded addresses may vary from urban to rural
areas due to the algorithm used to generate the geographic locations of
addresses. The algorithm assumes that the size of parcels are equivalent
along a road route. This assumption tends to be more consistent in urban
areas, where the size of parcels vary less than in rural areas.
Consequently, the results of geocoded addresses in urban areas are usually
more reliable than those in rural areas.

For example, the locational accuracy of rural addresses can be slightly
off because some parcels along a rural route may be 15 acres while others
may be 2.5 acres, but the geocoding algorithm assumes that the addresses
are distributed evenly along the route.

The data was created to serve as base information for use in GIS systems for a variety of
planning and analytical purposes.

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been

DATA LINEAGE SUMMARY:
GeoPlan Center Process Steps:
Daycare locations and information were obtained from the Department of Children
and Families via online download of an Excel Spreadsheet. The download file is
here: http://www.myflfamilies.com/service-programs/child-care/provider-information.
There were 10022 records in the original table. The table was converted to a general
database file (.dbf). Once converted, 5 records were removed due to incomplete or
confidential address information. The dbf was then geocoded against a statewide
composite geocoder using Parcel locations, NAVTEQ streets, and TIGER roads.
This was converted into a shapefile in the FGDL Albers HPGN map projection.
After geocoding, the subsequent steps were followed:
 - Locations receiving a Score of 100 and which were geocoded into the
   "GC_Parcels_201" were given the flag of "V" (for verified) in the added field
   called FLAG. These records totaled 7188. The remaining 2829 records were
   given the flag of "NV" (for not verified).
 - The fields LAT_DD and LONG_DD were added and their geometry was
   calculated. This information was used to calculate the MGRS field.
 - The UPDATE_DAY and FGDL AQDATE fields were added. FGDLAQDATE
   is based on the date GeoPlan acquired the dataset and completed processing
   the dataset.
 - The DESCRIPT field was added and based on NAME.
 - Fields were upcased.
