Abstract:
This dataset contains 2008 Law Enforcement Correctional Facilities Information for the State of Florida. It is a combination of 14 Sources including existing County, District, and State specific point datasets, and Law Enforcement addresses from (1) the Florida Department of Law Enforcement, (2) the Florida Department of Corrections, and (3) Facilities individual websites online. The data contains selected fields denoting the physical address, number, regions, and contact information for Law Enforcement Correctional Facilities and Agencies located in Florida. Law Enforcement Correctional Facilities and Agencies in this dataset consist of Major Correctional Facilities (Prisons), Jails, Road Prisons, Work Release Centers, Work Camps, and other correctional facilities. This dataset is an update to the gc_lawenforece_sep05.shp layer and the mjpris_jul07.shp layer. Previously correctional facilities were located within the gc_lawenforece_sep05.shp layer, while major prison facilities were located in the mjpris_jul07.shp layer. This layer is also an update to the gc_correctional_mar08.shp
Purpose:
The data was created to serve as base information for use in GIS systems for a variety of planning and analytical purposes.

Introduction to Information on Florida Correctional Facilities

Prison Facilities: The 137 prison facilities within the Florida Department of Corrections are divided into major institutions, annexes, work camps, work release centers, and road prisons throughout the state. The major institutions incarcerate 84.5% of the state prison inmates. These facilities incarcerate only those inmates convicted and sentenced to more than a year.

Inmates are classified into these different facilities based on the inmate's needs and the custody (security risk) of the inmate.

Facility profiles contained within this section present only the major institutions that incarcerate state prison inmates. These institutions do not incarcerate county jail inmates or those offenders on parole or serving one of the five types of state probation.

Introduction to Information on Florida Adult Community Supervision Offices

The Florida Department of Corrections currently supervises over 144,000 offenders in the community at accredited offices, including 151 field or administrative offices statewide. The state is divided into four regions and a regional office supports each. The Central Office of Community Corrections is located in Tallahassee and provides support, direction and operational oversight to regional offices and field staff.

The four regions are divided according to judicial circuits. Each circuit office contains a number of offices within a county or counties that provide an offender access for reporting and meeting with their individual officers.

Each office independently conducts interviews, investigations and drug testing as required. Depending on the level of community supervision, offenders report in for supervision daily, weekly, monthly or as directed by the releasing authority. In addition to office reporting, officers visit offenders at their home, employment sites and a variety of field locations. It is the goal of Community Corrections to ensure offender compliance with the orders of the sentencing /releasing authority. Increased standards for supervision provide for the enhanced safety of the community.

Custody Levels Determined by a scoring system and professional assessment that reflects the degree of supervision appropriate for an offender. Factors for consideration include, but are not limited to severity of offense, length of sentence, characteristics of sentence, criminal history, age and behavior. The five custody levels of an offender are:

1. Community: Community custody refers to that class of inmates who are eligible for placement at a community residential facility. 2. Minimum: Minimum custody refers to that class of inmates who are eligible for outside work assignments but not for placement at a community residential facility. 3. Medium: Medium custody refers to that class of inmates who are eligible for placement at a work camp with a secure perimeter but who are not eligible for placement in an outside work assignment without armed supervision. 4. Close: Close custody refers to that class of inmates who must be maintained within an armed perimeter or under direct, armed supervision when outside of a secure perimeter. 5. Maximum: Maximum custody refers to that class of inmates who are under a sentence of death.

What is Geocoding? Geocoding is term used to describe the act of address matching. Geocoding is the process of finding a geographic location (x, y point) for an address (such as street number and name, city, state, and ZIP Code) on a map. Geocoding is based off the typical address scheme for the US, in which one side of the street contains even house numbers while the other side of the street contains odd house numbers.

The geocoding process uses an algorithm to find the geographic location of addresses. First, a street segment is identified using the zip code and street name. Next, the geographic location of the address is matched using the building number to determine how far down the street and on which side of the street the building is located.

Geocoding Accuracy The locational accuracy of geocoded addresses may vary from urban to rural areas due to the algorithm used to generate the geographic locations of addresses. The algorithm assumes that the size of parcels are equivalent along a road route. This assumption tends to be more consistent in urban areas, where the size of parcels vary less than in rural areas. Consequently, the results of geocoded addresses in urban areas are usually more reliable than those in rural areas.

For example, the locational accuracy of rural addresses can be slightly off because some parcels along a rural route may be 15 acres while others may be 2.5 acres, but the geocoding algorithm assumes that the addresses are distributed evenly along the route.

The GeoPlan Center performed the following steps in order to create the 2008 statewide law enforcement correctional facilities data layer.

14 Different Sources Comprise the Law Enforcement Correctional Facility Dataset.

The following sources were either reprojected to the FGDL Albers NAD83 HPGN map projection or if no spatial data existed they were geocoded to a statewide 2007 TeleAtlas Streets dataset.

Once the point sources were created via geocoding or reprojected they were merged into one statewide layer.

Record (facility) duplications were removed by manually viewing the table for each of the 67 counties. Where record duplication existed source information of previously corrected FDOT Districts and Regional Planning Council data took preference followed by, County data, and finally geocoded data.

Below are the data Sources as described in the Source field in the attribute table.

GeoPlan collected the information in this dataset from the Florida Department of Corrections website (<http://www.dc.state.fl.us/facilities/ciindex.html>) in July of 2007.

Tabular data was taken from the Summary of Florida State Correctional Facilities (<http://www.dc.state.fl.us/pub/annual/0506/facil.html>) and from an official FDOC spreadsheet of locations and contact information. Only facilities listed as major institutions were used in this dataset. That list, broken up by prison facility region, can be found here: (<http://www.dc.state.fl.us/facilities/ciindex.html>).

Facilities were geocoded and individually verified using high resolution imagery. 66 out of 72 records were manually edited to better represent the location of the prison facility.

Work Release Centers (WRC) house two categories of inmates: community custody inmates who are participating in community work release by working at paid employment in the community and minimum custody inmates who are participating in a center work assignment by working in a support capacity for the center (such as food services and laundry). They must be within two or three years of their release date, depending on their job assignment. Sex offenders may not participate in work release or center work assignments. There are no perimeter fences, and inmates must remain at the WRC when they are not working or attending programs such as Alcoholics Anonymous. Inmates participating in work release must save part of their earnings for when they are released in order to pay toward victim restitution as well as room and board. More than 3,000 inmates participate in Floridas 30 work release programs annually, with about 3% of the prison population enrolled at any given time. Work release centers are supervised by the Departments Office of Institutions.
