Abstract:
This dataset contains 2011 Law Enforcement Correctional Facilities Information for the State of Florida. It is a combination of 14 Sources including existing County, District, and State specific point datasets, and facility addresses from (1) the Florida Department of Law Enforcement, (2) the Florida Department of Corrections, (3) the Florida Department of Juvenile Justice, (4) Federal Bureau of Prisons, and (5) Facilities individual websites online. The data contains selected fields denoting the physical address, number, regions, and contact information for Law Enforcement Correctional Facilities and Agencies located in Florida. Law Enforcement Correctional Facilities and Agencies in this dataset consist of Major Correctional Facilities (Prisons), Jails, Road Prisons, Work Release Centers, Work Camps, Juvenile Facilities, Federal Facilities and other correctional facilities. This dataset is an update to the gc_correctional_may08 layer.
Purpose:
The data was created to serve as base information for use in GIS systems for a variety of planning and analytical purposes.

Florida Department of Corrections facilities:
The Florida Department of Corrections (DC) is the third largest state prison system in the country with a budget of $2.4 billion, just over 102,000 inmates incarcerated and another 115,000 offenders on active community supervision. The 144 prison facilities within the Florida Department of Corrections are divided into major institutions, annexes, work camps, work release centers, and road prisons throughout the state. The major institutions incarcerate 85.2% of the state prison inmates. These facilities incarcerate only those inmates convicted and sentenced to more than a year.
Inmates are classified into these different facilities based on the inmate's needs and the custody (security risk) of the inmate.
Facility profiles contained within this section present only the major institutions that incarcerate state prison inmates. These institutions do not incarcerate county jail inmates or those offenders on parole or serving one of the five types of state probation.
Florida Department of Juvenile Justice Detention Services:
Detention is the custody status for youth who are held pursuant to a court order; or, following arrest for a violation of the law. In Florida, a youth may be detained only when specific statutory criteria, outlined in section 985.215, Florida Statutes, are met. Criteria for detention include current offenses, prior history, legal status, and any aggravating or mitigating factors.
Youth under age 18 taken into custody by law enforcement are screened by the Florida Department of Juvenile Justice to determine if they should be detained in a secure detention facility. Detention screening is performed by juvenile probation staff using a standardized Detention Risk Assessment Instrument. (DRAI)
The Department operates 22 secure detention centers in 22 counties with a total of 1392 beds. Pre-disposition detention costs are shared by state and county government. Post-disposition costs are primarily funded by state general revenue dollars. All detention centers receive additional federal funding in the form of the National School Lunch and Breakfast funds.
Florida Department of Juvenile Justice Residential Services:
Residential Services provides a continuum of care for youth committed to the care and custody of the Department, beginning with commitment management services through placement within residential commitment programs. Commitment management includes the development, maintenance and management of a juvenile commitment management and classification placement system. The commitment management system is designed to place youth in the most appropriate program to meet the youth’s needs and to promote public safety.
Juvenile residential facilities range from wilderness and marine camps to halfway houses, youth development centers, sex-offender programs and maximum-security correctional facilities. Currently, Florida has a budgeted capacity of 4,146 residential commitment beds for juvenile youths with approximately two-thirds of those providing special needs services. The current utilization rate hovers around 90% of the number of operational beds.
What is Geocoding? Geocoding is term used to describe the act of address matching. Geocoding is the process of finding a geographic location (x, y point) for an address (such as street number and name, city, state, and ZIP Code) on a map. Geocoding is based off the typical address scheme for the US, in which one side of the street contains even house numbers while the other side of the street contains odd house numbers.
The geocoding process uses an algorithm to find the geographic location of addresses. First, a street segment is identified using the zip code and street name. Next, the geographic location of the address is matched using the building number to determine how far down the street and on which side of the street the building is located.
Geocoding Accuracy The locational accuracy of geocoded addresses may vary from urban to rural areas due to the algorithm used to generate the geographic locations of addresses. The algorithm assumes that the size of parcels are equivalent along a road route. This assumption tends to be more consistent in urban areas, where the size of parcels vary less than in rural areas. Consequently, the results of geocoded addresses in urban areas are usually more reliable than those in rural areas.
For example, the locational accuracy of rural addresses can be slightly off because some parcels along a rural route may be 15 acres while others may be 2.5 acres, but the geocoding algorithm assumes that the addresses are distributed evenly along the route.

The GeoPlan Center performed the following steps in order to create the 2008 statewide law enforcement correctional facilities data layer.
14 Different Sources Comprise the Law Enforcement Correctional Facility Dataset.
The following sources were either reprojected to the FGDL Albers NAD83 HPGN map projection or if no spatial data existed they were geocoded to a statewide 2007 TeleAtlas Streets dataset.
Once the point sources were created via geocoding or reprojected they were merged into one statewide layer.
Record (facility) duplications were removed by manually viewing the table for each of the 67 counties. Where record duplication existed source information of previously corrected FDOT Districts and Regional Planning Council data took preference followed by, County data, and finally geocoded data.
Below are the data Sources as described in the Source field in the attribute table.

GeoPlan collected the information in this dataset from the Florida Department of Corrections website (<http://www.dc.state.fl.us/facilities/ciindex.html>) in July of 2007.
Tabular data was taken from the Summary of Florida State Correctional Facilities (<http://www.dc.state.fl.us/pub/annual/0506/facil.html>) and from an official FDOC spreadsheet of locations and contact information. Only facilities listed as major institutions were used in this dataset. That list, broken up by prison facility region, can be found here: (<http://www.dc.state.fl.us/facilities/ciindex.html>).
Facilities were geocoded and individually verified using high resolution imagery. 66 out of 72 records were manually edited to better represent the location of the prison facility.

The information from the GC_CORRECTIONAL_MAR08.SHP was copied to create the GC_CORRECTIOANL_MAY08.shp layer.
Next 151 records where the field [TYPE] = 'PROBATION AND PAROLE SERVICES' were deleted from the newly created GC_CORRECTIOANL_MAY08.shp layer.
During this process two DTS points were removed, original autoids = 1, and 50.
Next two Regional Personal Offices were removed to leave the final feature count at 264.
Finally the FGDLAQDATE and AUTOID fields were updated.

GeoPlan updated the correction_may08 layer using the following online websites (see below); Florida Department of Corrections, Florida Department of Juvenile Justice, Florida Department of State, and Federal Bureau of Prisons. These websites provided lists of current facilities under their jurisdiction. Each record in the layer was scrutinized and verified to be in its proper location. Once its location was verified appropriate attributes were updated. Facilities no longer deemed operational were removed from the layer. Facilities that have been opened since the last update were manually added. Previous versions of correctional facilities did not include juvenile facilities. These facilities were added to the layer through manual placement. Some minor table restructuring was done to reflect the current table syntax used by GeoPlan.

Most of these inmates do not reside in cells, but in open bay dormitories with bunk beds. Some exceptions include those confined for disciplinary or security reasons, and those on death row. There are no perimeter fences, and inmates must remain at the WRC when they are not working or attending programs such as Alcoholics Anonymous. Inmates participating in work release must save part of their earnings for when they are released in order to pay toward victim restitution as well as room and board. More than 3,000 inmates participate in Florida's work release programs annually, with about 3% of the prison population enrolled at any given time. Work release centers are supervised by the Department's Office of Institutions.

1:24000 scale datasets are recommended for projects that are at the county level. 1:24000 data should NOT be used for high accuracy base mapping such as property parcel boundaries. 1:100000 scale datasets are recommended for projects that are at the multi-county or regional level. 1:125000 scale datasets are recommended for projects that are at the regional or state level or larger.
Vector datasets with no defined scale or accuracy should be considered suspect. Make sure you are familiar with your data before using it for projects or analysis.
