Florida Department of Corrections facilities: The Florida Department of Corrections (DC) is the third largest state prison system in the country with a budget of $2.4 billion, just over 102,000 inmates incarcerated and another 115,000 offenders on active community supervision. The 144 prison facilities within the Florida Department of Corrections are divided into major institutions, annexes, work camps, work release centers, and road prisons throughout the state. The major institutions incarcerate 85.2% of the state prison inmates. These facilities incarcerate only those inmates convicted and sentenced to more than a year. Inmates are classified into these different facilities based on the inmate's needs and the custody (security risk) of the inmate. Facility profiles contained within this section present only the major institutions that incarcerate state prison inmates. These institutions do not incarcerate county jail inmates or those offenders on parole or serving one of the five types of state probation. Florida Department of Juvenile Justice Detention Services: Detention is the custody status for youth who are held pursuant to a court order; or, following arrest for a violation of the law. In Florida, a youth may be detained only when specific statutory criteria, outlined in section 985.215, Florida Statutes, are met. Criteria for detention include current offenses, prior history, legal status, and any aggravating or mitigating factors. Youth under age 18 taken into custody by law enforcement are screened by the Florida Department of Juvenile Justice to determine if they should be detained in a secure detention facility. Detention screening is performed by juvenile probation staff using a standardized Detention Risk Assessment Instrument. (DRAI) The Department operates 22 secure detention centers in 22 counties with a total of 1392 beds. Pre-disposition detention costs are shared by state and county government. Post-disposition costs are primarily funded by state general revenue dollars. All detention centers receive additional federal funding in the form of the National School Lunch and Breakfast funds. Florida Department of Juvenile Justice Residential Services: Residential Services provides a continuum of care for youth committed to the care and custody of the Department, beginning with commitment management services through placement within residential commitment programs. Commitment management includes the development, maintenance and management of a juvenile commitment management and classification placement system. The commitment management system is designed to place youth in the most appropriate program to meet the youth s needs and to promote public safety. Juvenile residential facilities range from wilderness and marine camps to halfway houses, youth development centers, sex-offender programs and maximum-security correctional facilities. Currently, Florida has a budgeted capacity of 4,146 residential commitment beds for juvenile youths with approximately two-thirds of those providing special needs services. The current utilization rate hovers around 90% of the number of operational beds. What is Geocoding? Geocoding is term used to describe the act of address matching. Geocoding is the process of finding a geographic location (x, y point) for an address (such as street number and name, city, state, and ZIP Code) on a map. Geocoding is based off the typical address scheme for the US, in which one side of the street contains even house numbers while the other side of the street contains odd house numbers. The geocoding process uses an algorithm to find the geographic location of addresses. First, a street segment is identified using the zip code and street name. Next, the geographic location of the address is matched using the building number to determine how far down the street and on which side of the street the building is located. Geocoding Accuracy The locational accuracy of geocoded addresses may vary from urban to rural areas due to the algorithm used to generate the geographic locations of addresses. The algorithm assumes that the size of parcels are equivalent along a road route. This assumption tends to be more consistent in urban areas, where the size of parcels vary less than in rural areas. Consequently, the results of geocoded addresses in urban areas are usually more reliable than those in rural areas. For example, the locational accuracy of rural addresses can be slightly off because some parcels along a rural route may be 15 acres while others may be 2.5 acres, but the geocoding algorithm assumes that the addresses are distributed evenly along the route. |

The GeoPlan Center performed the following steps in order to create the 2008 statewide law enforcement correctional facilities data layer. 14 Different Sources Comprise the Law Enforcement Correctional Facility Dataset. The following sources were either reprojected to the FGDL Albers NAD83 HPGN map projection or if no spatial data existed they were geocoded to a statewide 2007 TeleAtlas Streets dataset. Once the point sources were created via geocoding or reprojected they were merged into one statewide layer. Record (facility) duplications were removed by manually viewing the table for each of the 67 counties. Where record duplication existed source information of previously corrected FDOT Districts and Regional Planning Council data took preference followed by, County data, and finally geocoded data.
