Entries in the Inventory database include the following types of information: Name, Address, City, County, and Zip Code: We have included the most recently available information on the name of each development, along with its street address, city, county, and zip code. Total Units: This represents the total number of apartments within each development. Some developments have more total units than total assisted units. (See below for a description of assisted units). This may occur because one or more units are reserved for employees of the property or because some units do not have income restrictions associated with them. Total Assisted Units: This represents the total number of units that have received some form of financial assistance for construction and/or operation or for which income restrictions within a larger development apply. The financial assistance may have been obtained through federal, state or local government sources. In some cases, information on the number of assisted units was not available. These developments will have N/A in the total assisted units column. Population or Target Area Served: Developments may be designated to serve families, the elderly, and certain other groups that are described below. Note that when no information was available on the population served by a particular development, N/A appears in the population served column. Family: A development designated family serves the general population. These developments may serve any household of qualifying income, including those with only one person. They may also serve the elderly, the disabled or other special needs populations. Elderly: Apartments in elderly developments are typically reserved for those 62 years of age or older. Some properties that serve older persons may include householders who are 55 years of age or more. Disabled: Some developments serve households that may include one or more persons with disabilities. These disabilities may be physical disabilities, but may also denote properties primarily serving individuals with mental disabilities. Note to Users: Datasets provided by various organizations use the term disabled, rather than persons with disabilities. Although disabled is no longer the preferred terminology, we have used it if data have been recorded that way by the source organization. Elderly-disabled: Some developments are intended to serve persons who are 62 years of age or older and have a disability. These properties are shown in the Inventory as Elderly-disabled. This is a different category from Elderly Disabled, which denotes developments in which persons who are either 62 years of age or more or who have a disability may reside, regardless of age. Please see note above regarding use of the term disabled rather than persons with disabilities. Fisher and/or Farm Worker: This housing is provided by programs administered by the Florida Housing Finance Corporation that serve commercial fishing workers and farm workers. Due to data limitations, we are unable to determine at this time whether a property serves primarily fishing workers or farm workers. See also the description of Farm Worker and Section 514/516 below. Farm Worker: Developments that are designated as Farm Worker serve farm workers and are provided by funding administered by the U.S. Department of Agriculture's Rural Housing Service. The USDA also refers to these properties as Labor Housing. Congregate: Developments designated as Congregate provide central dining facilities that may be designed to serve elderly, disabled or other special needs populations. Intermediate Care: Intermediate care facilities are provided for those who may need convalescent care. Urban Infill: The Florida Housing Finance Corporation designates certain properties as Urban Infill. These developments make use of existing urban infrastructure and may contribute to community revitalization efforts. Where available, we provide this information to the user. Program: Program information tells the user what program or programs have been used in the construction or rehabilitation of the development. A brief description of program information contained within the Inventory appears below. Affordable Housing Loan. This describes a loan made by the Florida Housing Finance Corporation. Demonstration Project. This is a designation for certain developments funded through programs administered by the Florida Housing Finance Corporation. Demonstration Program funds have been used to provide housing for various special needs groups, such as people with developmental disabilities, farm workers, extremely low income or homeless Floridians, and elders in need of assisted living. FDIC. Properties with the FDIC designation are developments that have been sold by the FDIC-sometimes at below market value-in exchange for the new owner's legal commitment to include some income-restricted units in the development. This requirement is binding on future owners of the property. The requirement to offer a certain number of units on an income-restricted basis is usually for a minimum of 40 to 50 years. Guarantee. Developments with a Guarantee designation have received assistance in the form of loan guarantees from the Florida Housing Finance Corporation, sometimes in conjunction with a guarantee offered by the U.S. Department of Housing and Urban Development. HOME. Multifamily developments with the HOME designation are provided through funds provided to the State of Florida and certain larger local governments by the federal government. State HOME funds are administered by the Florida Housing Finance Corporation, while local funds are administered at the local level. Housing Credits. Housing Credits refers to a tax incentive program known as the Low Income Housing Tax Credit. Each year, the federal government allocates housing tax credits to the states for new construction or substantial rehabilitation of rental housing based on state population. When a for-profit or nonprofit developer is successful in the state-wide competition for Low Income Housing Tax Credit resources, they typically sell the tax credits to large investors in order to raise equity capital for the construction or substantial rehabilitation of rental housing serving households at or below 60 percent of Area Median Income. Bonds. Developments financed with bonds typically make use of tax- exempt financing available through state and local governments. The federal government limits the amount of tax-exempt bonds that can be issued within a state in any given year. This maximum is based upon state population. Non-Profit. This denotes developments that non-profit organizations have developed. Although the non-profit designation is not a program, data provided by the Florida Housing Finance Corporation sometimes provide this type of information in the program designation. In turn, we provide this to the user in order to supply the most complete information possible. Pre-Development Loan. These are properties that have received loan assistance in the pre-development phase. These loans are generally only available to non-profits, community-based organizations, local governments, and public housing authorities. HUD Risk Sharing. The Risk Sharing program is a joint effort between the Florida Housing Finance Corporation and the U.S. Department of Housing and Urban Development. Properties with this designation have received some form of loan guarantee through this cooperative effort between state and federal government. SAIL. Properties with the SAIL designation have received financing through the State Apartment Incentive Loan administered by the Florida Housing Finance Corporation. SAIL funds are provided through the State Housing Trust Fund. Section 8 New Construction. In the Inventory database, Section 8 New Construction refers to housing built under a now-inactive federal program titled the Section 8 New Construction and Substantial Rehabilitation program. These properties were originally built under contract with the U.S. Department of Housing and Urban Development. Rural Housing Service. This designation appears when a development has been financed, in whole or in part, by funds administered by the U.S. Department of Agriculture's Rural Housing Service (formerly known as the Farmers' Home Administration). Section 515. Section 515 properties are funded by the U.S. Department of Agriculture's Rural Housing Service (formerly known as the Farmers' Home Administration). They provide housing in rural areas and smaller cities. Note that in some counties, properties designated as 515 may primarily serve farm workers. Section 514/516. Section 514/516 refers to loans and grants administered by the U.S. Department of Agriculture's Rural Housing Service. These properties provide rental housing for farm laborers. They may provide housing in rural areas, smaller cities, and in urban areas where needed to house those who work on nearby farms. In some areas, farm workers are also housed in properties financed through the Rural Housing Service's Section 515 program. HUD Multi-Family. Properties with this designation are provided through programs administered by the U.S. Department of Housing and Urban Development. These properties include those funded under the following programs: Section 202, Section 811, Section 236, Section 8 New Construction and Rehabilitation, Sections 221(d)3 and 221(d) 4. Note that the Section 236 and Section 8 New Construction and Rehabilitation programs are no longer active, although many properties funded in the past continue to provide affordable housing in Florida. HOPE VI. HOPE VI properties are part of a federal program administered by the U.S. Department of Housing and Urban Development that is designed to demolish the most dilapidated public housing in the nation and replace it with new, lower-density development. Local public housing authorities compete nationally for HOPE VI resources and may also compete for state-administered resources such as housing credits. Note that at present, our data for HOPE VI developments are incomplete. We are working with HUD to expand the information we make available via the Florida Housing Data Clearinghouse. See Notes for Users. The information contained in the Inventory of Assisted Rental Housing is meant to be a general guide to affordable rental housing provided through various public programs. Although every effort has been made to ensure that it is comprehensive, errors and omissions may exist. Please alert the Shimberg Center for Affordable Housing to any discrepancy. ----------------------------------------------------------------- What is Geocoding? Geocoding is term used to describe the act of address matching. Geocoding is the process of finding a geographic location (x, y point) for an address (such as street number and name, city, state, and ZIP Code) on a map. Geocoding is based off the typical address scheme for the US, in which one side of the street contains even house numbers while the other side of the street contains odd house numbers. The geocoding process uses an algorithm to find the geographic location of addresses. First, a street segment is identified using the zip code and street name. Next, the geographic location of the address is matched using the building number to determine how far down the street and on which side of the street the building is located. Geocoding Accuracy The locational accuracy of geocoded addresses may vary from urban to rural areas due to the algorithm used to generate the geographic locations of addresses. The algorithm assumes that the size of parcels are equivalent along a road route. This assumption tends to be more consistent in urban areas, where the size of parcels vary less than in rural areas. Consequently, the results of geocoded addresses in urban areas are usually more reliable than those in rural areas. For example, the locational accuracy of rural addresses can be slightly off because some parcels along a rural route may be 15 acres while others may be 2.5 acres, but the geocoding algorithm assumes that the addresses are distributed evenly along the route. |

Assisted Housing Facility locations were obtained from the FHDC Website in February of 2009. GeoPlan downloaded this data in an excel format and converted it to a dbf. The dbf was then geocoded against ARC Logistics Route GDT Roads and converted into a shapefile with the FGDL Albers HPGN map projection. Process Steps for FHDC Assisted Housing Facility Locations: -Downloaded Excel spreadsheet from the following FHDC website: http://www.flhousingdata.shimberg.ufl.edu/apps/ahi/asst_housing_inventory.pl -The information downloaded was then reformatted to a Database File Format. The addresses were geocoded against ARC Logistics Route GDT Roads Shapefile created using FGDL Albers HPGN map projection. Original file from Shimberg contained 2262 records. There were problems with the geocoding of 518 records due to improperly formed addresses or incorrect zip codes. Of these 518, 373 were corrected. The remaining 145 records were omitted from the dataset. Final data contains 2116 records. - All fields upcased - Added USNG1K field - Added LAT_DD field - Added LONG_DD field - Added DESCRIPT based on NAME - Added FGDLAQDATE based on date downloaded from source Process Date: 20090225 |
