USER NOTES:

The Future Land Use data was created as two seperate layers by the 
source agency.  FGDL attempted to join the two layers but this caused a 
technical problem called 'sliver' polygons.  These slivers can create 
errors in certain analyses, therefore we are releasing the data as the 
source agency provided and recommended.
This dataset is the result of a compilation of many datasets that 
did not use the same land use categories. The result is that many different 
land use types were consolidated into generic categories. Also, many
landuse values are not documented in the metadata (see below), possibly 
remnants from the compilation of county future land use maps into RPC 
regional future land use coverages. Use this dataset with caution; it is 
not exact, but it is the best available statewide coverage that we know of.
	
Each of Florida's 458 Local Governments adopted future land use maps of 
varied scale and classification. SWFRPC created a general land use classification 
system that could accurately reflect each local map and provide meaningful 
statewide information.
	
Some draft maps provided by Local Governments were on paper, some provided 
AutoCAD created files, while others provided ARC/INFO or other GIS coverages. 
The SWFRPC used ARC/INFO running on IBM RISC 6000 Workstation to assemble the 
statewide map.
	
The scale of future land use maps vary from Local Government to Local Government. 
Each RPC used in-house procedures to remap the maps at 1 inch = 2 miles. This 
scale eliminates the need for designating most "mixed use" areas, since only the 
dominate land use can be portrayed at the quarter section -- or even 
quarter/quarter section.

When reviewing the coverages, please also use the following considerations:
1) Due to a need for infrastructure and right of ways, overall acerage for each 
land use type may need to be adjusted downward by a factor of about 20%, 2) Due 
to the overall scale of the map, small landuse sections less than 20 acres in 
size are not included, 3) Due to the fact that local maps were generalized, there 
will be a certain amount of residential units allowed within the Commercial/Office 
category. 

FGDL QUALITY ASSURANCE STATUS:

-Dropped items DXF-TEXT, COLOR, and COLOR2 from SWFRPC coverage (items were for 
 SWFRPC internal use)
-Made the following changes to the USE item values:
	-Changed values 'RP' to 'PR', based on advice from data source
	-Changed values of 'wa' to 'WT'
-Set tolerances to FGDL Standards
-Added item DESCRIPT based on the Use item from original dataset
-Reprojected to FGDL Albers
-Added registration marks outside of dataset extent

DATA LINEAGE SUMMARY:

In the fall of 1992, SWFRPC was contacted by the Center for Urban Transportation Research (CUTR) to investigate the potential for the creation of a statewide Future Land Use Map based on local government plans. The state's RPCs undertook the task, by compiling maps for their regions, with the SWFRPC, which provided the overall coordination and preparation of the final map. An agreement was finalized for the map production on December 17, 1992. Original data sources were the future land use maps of Florida's 458 local governments. Source data was compiled regionally by each RPC. Florida's Department of Community affairs does not require standard categories for future land use maps submitted as a part of a comprehensive plan. Because of this, the RPCs had to work each Local Govenment's land use classifications into the ten categories used for the final state-wide Future Land Use Map. Each RPC attempted to represent each Local Government's land use categories into the state-wide classification categories. Projection of data varies from Local Government to Local Government. Most of the data received by SWFRPC was in one of the three state plane projections for Florida. Most RPCs submitted their work projected in the state plane for their region while some work was submitted in digitizer units. For the final compilation, SWFRPC transformed all data into UTM zone 17 with feet as the unit of measure. GeoPlan Received the data from SWFRPC in October, 1999 and made described changes at that time.
