The Florida Department of Transportation (Department) is responsible for controlling ODA signs on the National and State highway systems. The Department must control the location, size, height, spacing and lighting of ODA signs but has no authority to regulate the content of advertising messages on the signs. The Outdoor Advertising regulatory program is based on federal law and regulations as well as state statute and rule. Federal law is set forth in the Highway Beautification Act while federal regulations can be found at 23 C.F.R., Section 750. State laws are found in Chapter 479, Florida Statutes. In addition to the state statutes, the Department writes administrative rules to interpret the intent of the statute for the general public. Chapter 14-10, Florida Administrative Code, is the Department's rule chapter which governs outdoor advertising. Local governments often have their own ordinances which regulate outdoor advertising in their community. The Department cannot issue a permit for an outdoor advertising sign which is not allowed by local ordinances. While there are many aspects of the outdoor advertising regulatory program, this web page deals with pertinent information to help you determine if you need to obtain a license or permit for outdoor advertising signs and the requirements for obtaining and maintaining a license or permit. Information on ODA licenses, permits and tags is available below. The ODA database, featuring a search option, can be accessed below for current permits, sign locations and other information. Group-A For features falling within this category it was determined, through the spatial join function of the Billboards layer to the RCI Milepost layer that the join produced a milepost on the same RCI Roadway Section as was listed in the Billboards layer table. For this group each Billboard feature was within 906m (805m = 0.5 mile, an extra 100m added for displacement of object off roadway) of the correct mile post. There are variations of this, listed as A1, A2, and A3. (A1 represents the most accurate) A1 - Milepost connected thought spatial join matched the Milepost listed in the Billboards Layer table. A2 - Milepost connected thought spatial join was within 1-Milepost of the listed Milepost in the Billboards Layer table. A3 - Milepost connected thought spatial join was within a few Mileposts of the listed Milepost in the Billboards Layer table. Group-B For features falling within this category it was determined, through the spatial join function of the Billboards layer to the RCI Milepost layer that the initial join did not produced a milepost on the same RCI Roadway Section as was listed in the Billboards layer table. There are variations of this, listed as B1, B2, and B3. (B1 represents the most accurate) B1 - For this group each Billboard feature was within 906m of the correct milepost . B2 - For this group each Billboard feature was within 906m of a milepost that was within 1-mile of the correct milepost. B3 - For this group each Billboard feature was within 906m of a milepost that was within a few miles of the correct milepost. These features exist as points out in the Gulf of Mexico and this info is documented in the Billboard Layer's metadata. |

The file is in Excel format and is updated each month. A single structure may be listed on more than one row in the file. This occurs when a single structure contains more than active permit. In these cases you can determine the distinct structures by the structure# column. The structure# will be the same regardless of how many active permits are attached to the structure. |
GeoPlan Center Downloaded the data from the following Florida Department of Transportations (FDOT) website: http://www2.dot.state.fl.us/rightofway/DownloadData.aspx The Excel spread sheet was downloaded on May 3rd, 2010 and it contained data that was last updated on April 30th 2010. The original excel document file name was: floutdooradvertising.xls The floutdooradvertising.xls field names were first shortened to fit database standards. Next the floutdooradvertising.xls was converted to a database table. Next this table was mapped in ArcMap via the Add XY Data tool. The XY locations were added via the LATITUDE and LONGITUDE fields. The dataset's projection was defined as WGS84. Next the dataset was reprojected to the FGDL NAD83 HARN Albers projection. Next the DESCRIPT field was added based on L_NAME (Location Name). Next used the RCI Milepost layer to add additional information. Please Note: The FL_BILLBOARDS_APR10 layer has 2163 fewer features than the FL_BILLBOARDS_MAY09 layer. A quick visual inspection was performed in which a large number of the missing featured were determined to be located in the Orlando Area. Process Date: 20100503 |
