This dataset contains the basic facility identification information for all Toxic Release Inventory (TRI) facilities, in Florida, for Reporting Year 2012. The Toxics Release Inventory (TRI) is a database containing detailed information on nearly 650 chemicals and chemical categories that industrial and federal facilities manage through disposal or other releases, and waste management for recycling, energy recovery, or treatment. The file lists the last reporting year the Facility submitted an active and valid data to the TRI program. TRI tracks the management of certain toxic chemicals that may pose a threat to human health and the environment. U.S. facilities in different industry sectors must report annually how much of each chemical is released to the environment and/or managed through recycling, energy recovery and treatment. (A "release" of a chemical means that it is emitted to the air or water, or placed in some type of land disposal.) The information submitted by facilities is compiled in the Toxics Release Inventory. TRI helps support informed decision-making by industry, government, non-governmental organizations and the public. This layer is an update to the epatri_2010.shp.
Purpose:
The Toxics Release Inventory (TRI) is a database containing detailed information on nearly 650 chemicals and chemical categories that approximately 22,000 industrial and federal facilities manage through disposal or other releases, or recycling, energy recovery, or treatment. This inventory was established under the Emergency Planning and Community Right-to-Know Act of 1986 (EPCRA) and expanded by the Pollution Prevention Act of 1990.
<http://www.epa.gov/enviro/facts/tri/search.html> In general, chemicals covered by the TRI Program are those that cause: - Cancer or other chronic human health effects - Significant adverse acute human health effects - Significant adverse environmental effects There are currently over 650 chemicals covered by the TRI Program. Facilities that manufacture, process or otherwise use these chemicals in amounts above established levels must submit annual TRI reports on each chemical. The TRI chemical list doesn't include all toxic chemicals used in the U.S.

Superfund is the name given to the environmental program established to address abandoned hazardous waste sites. It is also the name of the fund established by the Comprehensive Environmental Response, Compensation and Liability Act of 1980, as amended (CERCLA statute, CERCLA overview). This law was enacted in the wake of the discovery of toxic waste dumps such as Love Canal and Times Beach in the 1970s. It allows the EPA to clean up such sites and to compel responsible parties to perform cleanups or reimburse the government for EPA-lead cleanups.
This dataset provides locations of and information on sites within EPA's Toxics Release Inventory (TRI). TRI contains data on annual estimated releases of over 650 toxic chemicals to air, water, and land by the manufacturing industry. Industrial facilities provide the information, which includes: the location of the facility where chemicals are manufactured, processed, or otherwise used; amounts of chemicals stored on-site; estimated quantities of chemicals released; on-site source reduction and recycling practices; and estimated amounts of chemicals transferred to treatment, recycling, or waste facilities. The TRI data for chemical releases to land are limited to releases within the boundary of a facility. Releases to land include: landfills; land treatment/application farming; and surface impoundments, such as topographic depressions, man-made excavations, or diked areas. This data is derived from the Envirofacts data warehouse. Data are retrieved from EPA source databases and posted to Envirofacts at various intervals. For additional information about Envirofacts data, please access the Envirofacts website at: <http://www.epa.gov/enviro/html/ef_overview.html> The purpose of this service is to provide users with access to the USEPA's Toxics Release Inventory data. The United States Toxics release Inventory (TRI) is mandated by Section 313 of the Emergency Planning and community Right-to-Know Act (EPCRA) of 1986. The law is based on the premise that citizens have a right to know about potentially harmful chemicals in their communities. It has two main purposes: to provide planning for response to chemical accidents; and to provide the public and the government with information about possible chemical hazards.
FRS uses a best-pick algorithm to provide horizontal positional information. This assigns the latitude and longitude with the best accuracy value to each facility. Because information in FRS is collected across numerous states and programs, positional accuracy for the data set varies for each individual feature and is stored on a record-level basis. Overall horizontal positional accuracy for the entire data set fluctuates as new information is received and is not estimated for the entire data set within this record. The data in this file is a reconciliation of all the data the TRI program has collected from a facility over the course of its participation in the TRI program. Most facilities have sent in several chemical reports (form Rs and As) each year, for a number of years When the data is collected at the TRI Data Processing Center, differences from form to form and year to year are identified, researched and reconciled. The result is a database of facility identification information that is consist and up to date.
Some of the data that appears in this file is not a result of facility reconciliation. The Title of the Certifying Official, Certifying Official’s Name, Entire Facility Ind, Partial_Facility_Ind, Federal Facility Ind, GOCO Facility Ind and the SIC codes are all taken from the last active and valid form the facility submitted. All other data is the result of the reconciliation process.

The creation of this file geodatabase is an ongoing process that occurs on a monthly basis. Refer to the Publication date for the refresh date of the file. Data records contained within are each facility's representative point location. They have gone through the FRS Representative Point Processing steps and are considered the most spatially accurate point location for each facility. Once a month, this file geodatabase is derived by exporting an Oracle view into a file geodatabase format using the ESRI ArcGIS Desktop and Safe's FME Desktop software. Only facilities with positional information (latitude and longitude values) are in the processed file geodatabase. More information about the Geospatial Model can be found at <http://www.epa.gov/enviro/html/fii/documentation.html>. A single facility (based on the EPA Registry ID) can be regulated or participate in multiple EPA Programs and has a record in this file for each Program that it is in. Each record contains Program-specific information. The UPDATE_DATE field lists the date that this particular record was last updated. Also each Program has a refresh cycle. The Florida Geographic Data Library is a collection of Geospatial Data compiled by the University of Florida GeoPlan Center with support from the Florida Department of Transportation. GIS data available in FGDL is collected from various state, federal, and other agencies (data sources) who are data stewards, producers, or publishers. The data available in FGDL may not be the most current version of the data offered by the data source. University of Florida GeoPlan Center makes no guarantees about the currentness of the data and suggests that data users check with the data source to see if more recent versions of the data exist.
Furthermore, the GIS data available in the FGDL are provided 'as is'. The University of Florida GeoPlan Center makes no warranties, guaranties or representations as to the truth, accuracy or completeness of the data provided by the data sources. A note about data scale:
Scale is an important factor in data usage. Certain scale datasets are not suitable for some project, analysis, or modeling purposes. Please be sure you are using the best available data.
1:24000 scale datasets are recommended for projects that are at the county level. 1:24000 data should NOT be used for high accuracy base mapping such as property parcel boundaries. 1:100000 scale datasets are recommended for projects that are at the multi-county or regional level. 1:125000 scale datasets are recommended for projects that are at the regional or state level or larger.
Vector datasets with no defined scale or accuracy should be considered suspect. Make sure you are familiar with your data before using it for projects or analysis.
