The data in this file is a reconciliation of all the data the TRI program has collected from a facility over the course of its participation in the TRI program. Most facilities have sent in several chemical reports (form Rs and As) each year, for a number of years When the data is collected at the TRI Data Processing Center, differences from form to form and year to year are identified, researched and reconciled. The result is a database of facility identification information that is consist and up to date. Some of the data that appears in this file is not a result of facility reconciliation. The Title of the Certifying Official, Certifying Official s Name, Entire Facility Ind, Partial_Facility_Ind, Federal Facility Ind, GOCO Facility Ind and the SIC codes are all taken from the last active and valid form the facility submitted. All other data is the result of the reconciliation process. |

Superfund is the name given to the environmental program established to address abandoned hazardous waste sites. It is also the name of the fund established by the Comprehensive Environmental Response, Compensation and Liability Act of 1980, as amended (CERCLA statute, CERCLA overview). This law was enacted in the wake of the discovery of toxic waste dumps such as Love Canal and Times Beach in the 1970s. It allows the EPA to clean up such sites and to compel responsible parties to perform cleanups or reimburse the government for EPA-lead cleanups. This dataset provides locations of and information on sites within EPA's Toxics Release Inventory (TRI). TRI contains data on annual estimated releases of over 650 toxic chemicals to air, water, and land by the manufacturing industry. Industrial facilities provide the information, which includes: the location of the facility where chemicals are manufactured, processed, or otherwise used; amounts of chemicals stored on-site; estimated quantities of chemicals released; on-site source reduction and recycling practices; and estimated amounts of chemicals transferred to treatment, recycling, or waste facilities. The TRI data for chemical releases to land are limited to releases within the boundary of a facility. Releases to land include: landfills; land treatment/application farming; and surface impoundments, such as topographic depressions, man-made excavations, or diked areas. This data is derived from the Envirofacts data warehouse. Data are retrieved from EPA source databases and posted to Envirofacts at various intervals. For additional information about Envirofacts data, please access the Envirofacts website at: http://www.epa.gov/enviro/html/ef_overview.html This is an EPA-Produced Data Set. This data set is one in a series of ArcIMS Image and Feature Services published by the USEPA. Additional services can be found at the http://geodata.epa.gov or http://geogateway.epa.gov/Portal websites. The purpose of this service is to provide users with access to the USEPA's Toxics Release Inventory data. The United States Toxics release Inventory (TRI) is mandated by Section 313 of the Emergency Planning and community Right-to-Know Act (EPCRA) of 1986. The law is based on the premise that citizens have a right to know about potentially harmful chemicals in their communities. It has two main purposes: to provide planning for response to chemical accidents; and to provide the public and the government with information about possible chemical hazards. FRS uses a best-pick algorithm to provide horizontal positional information. This assigns the latitude and longitude with the best accuracy value to each facility. Because information in FRS is collected across numerous states and programs, positional accuracy for the data set varies for each individual feature and is stored on a record-level basis. Overall horizontal positional accuracy for the entire data set fluctuates as new information is received and is not estimated for the entire data set within this record. For more information on accuracy of FRS locations, visit http://www.epa.gov/frs/index.htm. -------------------------------------------------------------------------------------- 2.0 Noted Changes to this Year s (RY 2006) State Data Files 2.1 NAICS Code Data Added Beginning in RY 2006, TRI required Facilities to use North American Industry Classification System (NAICS) Codes to identify their primary business activities. As a result, all the TRI State Data Files have been modified to include seven new fields which contain the NAICS code data. A primary NAICS field along with 5 secondary NAICS code fields have been added to each State Data File. In addition, a NAICS Code Origin field has been added, indicating whether the NAICS codes were assigned or reported. See section 2.3 for more information on this field. The TRI program will no longer collect SIC code data from Facilities. Facilities will submit their NAICS code data in Part I, section 4.5 of the Form R and Form A replacing the SIC code data. For more information on TRI s switch from SIC codes to NAICS codes in RY 2006 see http://www.epa.gov/tri/tridata/naics/ . 2.2 SIC Code Data No longer collected but will be maintained for Historic Purposes Prior to RY 2006, TRI facilities used Standard Industrial Classification (SIC) codes for identifying their business activities. In lieu of the new NAICS codes, TRI will no longer require facilities to submit SIC codes but will maintain the historical SIC code data in their TRI databases. Historical SIC codes will continue to be displayed in the State data files where appropriate such as File Type 4, Facility Identification Information or in data files containing data prior to RY 2006. Files representing specific forms submitted in RY 2006 and after will no longer contain SIC code data. However, the fields for SIC code data will remain in the record layouts for backward compatibility (but will be empty in form specific data files for RY 2006 and after). 2.3 Assigned SIC codes for Data Prior to RY 2006 In order to facilitate comparisons and develop trends using RY 2006 and prior year data, TRI assigned primary NAICS codes to all prior year forms. To do this, TRI predominantly used two methods that accounted for 80 percent of all assignments. The first method was to propagate primary NAICS codes reported in RY 2006 back to prior years per facility and chemical. In other words, if a facility reported a primary NAICS code of 311211 (Flour Milling) on a Toluene submission in RY 2006, all prior Toluene submissions from that facility were assigned a primary NAICS code of 311211. This method accounted for 50% of all assignments. The second method was to use the SIC to NAICS xwalk provided by the US Census Bureau (see http://www.census.gov/epcd/www/naics.html for a copy of the xwalk) to look up NAICS codes based on reported SIC codes on prior year s forms. This method accounted for 30% of all assignments. Internal EPA databases (11 percent), commercial databases (7 percent) and statistical methods (2 percent) were used to assign primary NAICS codes to the remaining prior year forms. 2.4 2002 NAICS code List Utilized for RY 2006 For RY 2006, TRI facilities used the 2002 NAICS codes. Beginning with RY 2007, facilities will use the slightly revised 2007 NAICS codes. The layer has QA/QC performed for county validation and a 100 km flag.
