For 2006, 22,880 facilities reported to EPAs TRI Program. These facilities reported 4.25 billion pounds of disposal or other releases. Over 88 percent of the total was disposed of or otherwise released on-site; almost 12 percent was sent off-site for disposal. The purpose of this service is to provide users with access to the USEPA's Toxics Release Inventory data. The United States Toxics release Inventory (TRI) is mandated by Section 313 of the Emergency Planning and community Right-to-Know Act (EPCRA) of 1986. The law is based on the premise that citizens have a right to know about potentially harmful chemicals in their communities. It has two main purposes: to provide planning for response to chemical accidents; and to provide the public and the government with information about possible chemical hazards.
FRS uses a best-pick algorithm to provide horizontal positional information. This assigns the latitude and longitude with the best accuracy value to each facility. Because information in FRS is collected across numerous states and programs, positional accuracy for the data set varies for each individual feature and is stored on a record-level basis. Overall horizontal positional accuracy for the entire data set fluctuates as new information is received and is not estimated for the entire data set within this record. 2.0 Noted Changes to this Years (RY 2006) State Data Files
2.1 NAICS Code Data Added Beginning in RY 2006, TRI required Facilities to use North American Industry Classification System (NAICS) Codes to identify their primary business activities. As a result, all the TRI State Data Files have been modified to include seven new fields which contain the NAICS code data. A primary NAICS field along with 5 secondary NAICS code fields have been added to each State Data File. In addition, a NAICS Code Origin field has been added, indicating whether the NAICS codes were assigned or reported. See section 2.3 for more information on this field.
The TRI program will no longer collect SIC code data from Facilities. Facilities will submit their NAICS code data in Part I, section 4.5 of the Form R and Form A replacing the SIC code data. 2.2 SIC Code Data No longer collected but will be maintained for Historic Purposes
Prior to RY 2006, TRI facilities used Standard Industrial Classification (SIC) codes for identifying their business activities. In lieu of the new NAICS codes, TRI will no longer require facilities to submit SIC codes but will maintain the historical SIC code data in their TRI databases.
Historical SIC codes will continue to be displayed in the State data files where appropriate such as File Type 4, Facility Identification Information or in data files containing data prior to RY 2006. Files representing specific forms submitted in RY 2006 and after will no longer contain SIC code data. However, the fields for SIC code data will remain in the record layouts for backward compatibility (but will be empty in form specific data files for RY 2006 and after).
2.3 Assigned SIC codes for Data Prior to RY 2006
In order to facilitate comparisons and develop trends using RY 2006 and prior year data, TRI assigned primary NAICS codes to all prior year forms. To do this, TRI predominantly used two methods that accounted for 80 percent of all assignments. The first method was to propagate primary NAICS codes reported in RY 2006 back to prior years per facility and chemical. In other words, if a facility reported a primary NAICS code of 311211 (Flour Milling) on a Toluene submission in RY 2006, all prior Toluene submissions from that facility were assigned a primary NAICS code of 311211. This method accounted for 50% of all assignments.
The second method was to use the SIC to NAICS xwalk provided by the US Census Bureau (see <http://www.census.gov/epcd/www/naics.html> for a copy of the xwalk) to look up NAICS codes based on reported SIC codes on prior years forms. This method accounted for 30% of all assignments. Internal EPA databases (11 percent), commercial databases (7 percent) and statistical methods (2 percent) were used to assign primary NAICS codes to the remaining prior year forms.
2.4 2002 NAICS code List Utilized for RY 2006
For RY 2006, TRI facilities used the 2002 NAICS codes. Beginning with RY 2007, facilities will use the slightly revised 2007 NAICS codes. For more information on the 2002 and 2007 NAICS code lists and their differences see <http://www.census.gov/epcd/www/naics.html>

Scale is an important factor in data usage. Certain scale datasets are not suitable for some project, analysis, or modeling purposes. Please be sure you are using the best available data.
1:24000 scale datasets are recommended for projects that are at the county level. 1:24000 data should NOT be used for high accuracy base mapping such as property parcel boundaries. 1:100000 scale datasets are recommended for projects that are at the multi-county or regional level. 1:125000 scale datasets are recommended for projects that are at the regional or state level or larger.
Vector datasets with no defined scale or accuracy should be considered suspect. Make sure you are familiar with your data before using it for projects or analysis. The Title of the Certifying Official, Certifying Officials Name, Entire Facility Ind, Partial_Facility_Ind, Federal Facility Ind, GOCO Facility Ind and the SIC codes are all taken from the last active and valid form the facility submitted. All other data is the result of the reconciliation process.

When GeoPlan downloaded the tables they where in tab delimited format. This attribute data was originally released by the U.S. Environmental Protection Agency in February 2008, and the original data was limited to the state of Florida.
Geoplan then converted to tab delimited files to .xls files and then to .dbf files.

File Descriptions
File Type 1: Facility, Chemical, Releases and Other Waste Management Summary Information. The "Type 1" file contains the bulk of the data that can be found on a Form R. It is the most used and requested file of the State Data Files. It contains information about Facilities, Chemicals, On-site Releases, POTW quantities, Off-site Transfer and Disposal quantities, On-site Energy Recovery Processes, On-site Recycling Processes and Source Reduction and Recycling Activities for all states in RY2006. Each record in this file represents data from a single chemical report (Form R or Form A Certification Statement) submitted by a facility. Thus, this file will contain records for all chemicals that were reported to TRI from a specific state and reporting year.
File Type 2A: Detailed Source Reduction Activities and Methods. The "Type 2A" file contains 3 general data sections. First it contains almost all of the Facility Identification data that can be found in Part I of a Form R or the Form A Certification Statement for all states in RY2006. Second it contains the Chemical Identification data from Part II, section 1 of the Form R or Form A Certification Statement. Third, it contains all of the data from Part II, Section 8 of the form R. This is the "Source Reduction and Recycling Activities" data. Mandated by section 6607 of the Pollution Prevention Act of 1990 (PPA), the "Source Reduction and Recycling Activities" section (Part II, Section 8) of the Form R solicits Facilities to provide information about source reduction activities and quantities of EPCRA 313 chemicals managed as waste. Section 8 data gives an overall picture of On-site and Off-site releases and waste management as well as source reduction.
File Type 2B: Detailed On-Site Waste Treatment Methods and Efficiency. File Type 2B primarily contains data from Part II, Section 7A of the Form R, "On-site Waste Treatment Methods and Efficiency" for all states in RY2006. In addition, this file contains most of the Facility identification information from Part I of the Form R (and Form A) and the Chemical Identification data from Part II, section 1.
File Type 3A: Details of Transfers Off-site. File Type 3A focuses on off-site transfers. Like the other state data files, it lists the basic Facility and Chemical identification information from Part I and Part II, section 1 for all states in RY2006. It also lists the off-site location that a chemical has been transferred to and the methods and quantities of treatment or disposal.
File Type 3B: Details of Transfers to Publicly Owned Treatment Works (POTW). File type 3B contains information about chemical transfers to Publicly Owned Treatment Works (POTWs) for all states in RY2006. Like all the state data files, this file contains general facility and chemical identification data. In addition, it contains the total quantity of the chemical that was transferred to all POTWs. And, it lists the names and locations of the first 2 POTWS that the facility sent the chemical to. The POTW data used for this file is from section 6.1 of the Form R. In section 6.1, the facility is asked to provide the total amount of the chemical transferred to all POTWs and the names and locations of those POTWs. The Form R does not ask the facilities to provide the specific amounts of the chemical that were transferred to each POTW. So, if there's more than one POTW listed, there is no way to differentiate specifically how much of the chemical was transferred to each POTW site.
File Type 4: Details of Facility Information. File Type 4 contains the basic facility identification information for all facilities, in a specific state, that have ever reported to TRI. The file lists the last reporting year the Facility submitted an active and valid data to the TRI program. Everything from Part I of the Form R or the Form A certification statement (except section 2) is listed in this file. The data in this file is a "reconciliation" of all the data the TRI program has collected from a facility over the course of its participation in the TRI program. Most facilities have sent in several chemical reports (form Rs and As) each year, for a number of years When the data is collected at the TRI Data Processing Center, differences from form to form and year to year are identified, researched and reconciled. The result is a database of facility identification information that is consist and up to date.
File Type 5: Additional Information on Source Reduction, Recycling and Pollution Control. File Type 5 is new for reporting year 2006. It is a result of the Forms Modification Rule (39931 Federal Register / Vol. 70, No. 132, Tuesday, July 12, 2006). The file contains additional information that facilities elect to submit on their source reduction, recycling or pollution control activities for specific chemicals. The submission of this information is optional. Only facilities that submit information via an electronic means (TRI-ME web, TRI-ME desktop with CDX submission or diskette submission) can provide this information. The information is provided in a free form text field with a maximum of 4,000 characters. Other information including Facility and Chemical Identification information is also included in the file. Only chemicals submissions that have this additional information about sources reduction will be included in the file.

Fields within this layer were renamed to fit table field naming constraints. A TRIFID field was then created and populated with values from the ID field. The TRIFID values where then converted to the standard TRIFID field format found within the downloaded EPA 2006 Toxics Release Inventory (TRI) Data Files.
A table join was then created between the File Type 4: Details of Facility Information [5.3MB] database file and the EPA downloaded shapefile.
DESCRIPT field was added based on FAC_NAME. UPDATEDAY field was added and populated based on the last day the attribute data was updated by the source. FGDLAQDATE field was added and populated based on the date GeoPlan Downloaded the shapefile from the source.
