GENERAL DESCRIPTION:
This dataset contains the basic facility identification information for all Toxic Release Inventory (TRI) facilities, in Florida, for Reporting Year 2004. The Toxics Release Inventory (TRI) is a database containing detailed information on nearly 650 chemicals and chemical categories that industrial and federal facilities manage through disposal or other releases, and waste management for recycling, energy recovery, or treatment. The file lists the last reporting year the Facility submitted an active and valid data to the TRI program. Everything from Part I of the Form R or the Form A certification statement (except section 2) is listed in this file.

FAC_NAME Name of the facility or site.

FAC_UIN EPA Facility Linkage Application (FLA) Unique Identification Number, original field name FACILITY_UIN.

LRTLOC_RID A sequential reference number assigned to a latitude and longitude coordinate pair, original field name LRT_LOC_REF_ID.

LATITUDE Latitude of facility, site, or operable unit.

LONGITUDE Longitude of facility, site, or operable unit.

SRCE_ACRNM Source Acronym name for borrowed coordinate, original field name SOURCE_ACRNM.

SRCE_ID Source Identification number for borrowed coordinate, original field name SOURCE_ID.

MAP_CODE Code to symbolize Envirofacts facility points by environmental activity in mapping applications, original field name MAP_SYMBOL_CODE.

FIPS_CODE State/County FIPS code for facility location, original field name DERIVED_FIPS_CODE.

CATUNIT Hydrologic Unit Code (HUC) for facility location, original field name DERIVED_CATUNIT.

ZIPCODE Zip code for facility location, original field name DERIVED_POSTAL_CODE.

MAD_ID Assigned sequential reference number.

BVFLAG Indicator of most accurate ("Best Value") location for an EPA facility as defined by FLA.

REG_ID Registry ID - The number assigned by the Facility Linkage Application that is used to associate facility records from multiple environmental database systems that are known or believed to represent the same facility, original field name REG_ID.

REPORT_YR Reporting Year. Calendar year in which the facility submitted its last report.

CERTI_TTL Title of Certifying Official. Corporate title of the senior official certifying the accuracy and completeness of informatino on the submission.

CERTI_NAME Name of Certifying Official. Name of the senior official certifying the accuracy and completeness of the information on the submission.

TRIFID Facility identification in the format zzzzz-nnnnn-sssss. NOTE: The contents of this field is not changed to match facility ownership, or zip code changes. Rather, the TRI Facility ID identifies a specific geographical location which is also identified by the latitude and longitude of that location.

sssss = First five non-special characters in the street address

STREET Facility Street. Street address of the reporting facility.

The data in this file is a reconciliation of all the data the TRI 
program has collected from a  facility over the course of its 
participation in the TRI program. Most facilities have sent in
several chemical reports (form Rs and As) each year, for a 
number of years When the data is collected at the TRI Data 
Processing Center, differences from form to form and year to 
year are identified, researched and reconciled. The result is 
a database of facility identification information that is consist 
and up to date.

Some of the data that appears in this file is not a result of facility 
reconciliation. The Title of the Certifying Official, Certifying Official s 
Name, Entire Facility Ind, Partial_Facility_Ind, Federal Facility Ind, 
GOCO Facility Ind and the SIC codes are all taken from the last 
active and valid form the facility submitted. All other data is the result 
of the reconciliation process.
GeoPlan relied on the integrity of the attribute information within
the original data.
This dataset provides locations of and information on sites within EPA's 
Toxics Release Inventory (TRI). TRI contains data on annual estimated 
releases of over 650 toxic chemicals to air, water, and land by the 
manufacturing industry. Industrial facilities provide the information, 
which includes: the location of the facility where chemicals are 
manufactured, processed, or otherwise used; amounts of chemicals 
stored on-site; estimated quantities of chemicals released; on-site source 
reduction and recycling practices; and estimated amounts of chemicals 
transferred to treatment, recycling, or waste facilities. The TRI data for 
chemical releases to land are limited to releases within the boundary of a 
facility. Releases to land include: landfills; land treatment/application farming; 
and surface impoundments, such as topographic depressions, man-made 
excavations, or diked areas. This data is derived from the Envirofacts data 
warehouse. Data are retrieved from EPA source databases and posted to 
Envirofacts at various intervals. For additional information about Envirofacts

This is an EPA-Produced Data Set. This data set is one in 
a series of ArcIMS Image and Feature Services published 
by the USEPA.  Additional services can be found at the

The purpose of this service is to provide users with access 
to the USEPA's Toxics Release Inventory data.  
The United States Toxics release Inventory (TRI) is mandated 
by Section 313 of the Emergency Planning and community 
Right-to-Know Act (EPCRA) of 1986. The law is based on 
the premise that citizens have a right to know about potentially 
harmful chemicals in their communities. It has two main purposes: 
to provide planning for response to chemical accidents; 
and to provide the public and the government with information 
about possible chemical hazards.

 
FRS uses a best-pick algorithm to provide horizontal positional information.  
This assigns the latitude and longitude with the best accuracy value to 
each facility.  Because information in FRS is collected across numerous 
states and programs, positional accuracy for the data set varies for each 
individual feature and is stored on a record-level basis. Overall horizontal 
positional accuracy for the entire data set fluctuates as new information is 
received and is not estimated for the entire data set within this record.

This inventory was established under the Emergency Planning and 
Community Right-to-Know Act of 1986 (EPCRA) and expanded by the 
Pollution Prevention Act of 1990. For Reporting Year 2004, 23,811 
facilities reported to EPA s TRI Program.  These facilities reported 
4.44 billion pounds of on-site and off-site disposal or other releases of 
the almost 650 toxic chemicals.  Over 88 percent of the total was 
disposed of or otherwise released on-site; almost 12 percent was 
sent off-site for disposal or other releases.

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been

When GeoPlan downloaded the tables they where in tab delimited 
format. This attribute data was originally released by the U.S. 
Environmental  Protection Agency in March 2006, and the original 
data was limited to the state of Florida.

GeoPlan then converted to tab delimited files to .xls
files and then to .dbf files.

FL_1_2004_V04.txt  =  FACILITY RELEASES INFORMATION
Table Name: eparel_2004.dbf

File Type 1: Facility, Chemical, Releases and Other Waste 
Management Summary Information. The "Type 1" file contains 
the bulk of the data that can be found on a Form R. It is the 
most used and requested file of the State Data Files. It contains 
information about Facilities, Chemicals, On-site Releases, 
POTW quantities, Off-site Transfer and Disposal quantities, 
On-site Energy Recovery Processes, On-site Recycling 
Processes and Source Reduction and Recycling Activities for 
all states in RY2004. Each record in this file represents data from 
a single chemical report (Form R or Form A Certification Statement) 
submitted by a facility. Thus, this file will contain records for all 
chemicals that were reported to TRI from a specific state and 
reporting year.

FL_2a_2004_V04.txt  =  GENTERAL FACILITY INFORMATION
Table Name: epagen_2004.dbf

File Type 2A: Detailed Source Reduction Activities and Methods. 
The "Type 2A" file contains 3 general data sections. First it contains 
almost all of the Facility Identification data that can be found in Part I 
of a Form R or the Form A Certification Statement for all states in 
RY2004. Second it contains the Chemical Identification data from 
Part II, section 1 of the Form R or Form A Certification Statement. 
Third, it contains all of the data from Part II, Section 8 of the form R. 
This is the "Source Reduction and Recycling Activities" data. 
Mandated by section 6607 of the Pollution Prevention Act of 1990 (PPA), 
the "Source Reduction and Recycling Activities" section 
(Part II, Section 8) of the Form R solicits Facilities to provide information 
about source reduction activities and quantities of EPCRA 313 chemicals 
managed as waste. Section 8 data gives an overall picture of On-site and 
Off-site releases and waste management as well as source reduction.
 
FL_2b_2004_V04.txt  =  ON-SITE WASTE TREATMENT METHODS AND EFFICIENCY
Table Name: epaosw_2004.dbf

File Type 2B: Detailed On-Site Waste Treatment Methods and Efficiency. 
File Type 2B primarily contains data from Part II, Section 7A of the Form R, 
"On-site Waste Treatment Methods and Efficiency" for all states in RY2004. 
In addition, this file contains most of the Facility identification information from 
Part I of the Form R (and Form A) and the Chemical Identification data from 
Part II, section 1.

File Type 3A: Details of Transfers Off-site[8.7MB]. 
File Type 3A focuses on off-site transfers. Like the other state 
data files, it lists the basic Facility and Chemical identification 
information from Part I and Part II, section 1 for all states in RY2004. 
It also lists the off-site location that a chemical has been transferred 
to and the methods and quantities of treatment or disposal.

FL_3b_2004_V04.txt = PUBLICLY OWNED TREATMENT WORKS (POTW) INFORMATION
Table Name: epapot_2004.dbf

File Type 3B: Details of Transfers to Publicly Owned Treatment Works (POTW). 
File type 3B contains information about chemical transfers to Publicly 
Owned Treatment Works (POTWs) for all states in RY2004. Like all 
the state data files, this file contains general facility and chemical 
identification data. In addition, it contains the total quantity of the chemical 
that was transferred to all POTWs. And, it lists the names and locations 
of the first 2 POTWS that the facility sent the chemical to. The POTW 
data used for this file is from section 6.1 of the Form R. In section 6.1, 
the facility is asked to provide the total amount of the chemical transferred 
to all POTWs and the names and locations of those POTWs. The Form R 
does not ask the facilities to provide the specific amounts of the chemical 
that were transferred to each POTW. So, if there's more than one POTW 
listed, there is no way to differentiate specifically how much of the chemical 
was transferred to each POTW site.

FL_4_2004_V04.txt  =  BASIC FACILITY INFORMATION

File Type 4: Details of Facility Information. 
File Type 4 contains the basic facility identification information for 
all facilities, in a specific state, that have ever reported to TRI. The 
file lists the last reporting year the Facility submitted an active and 
valid data to the TRI program. Everything from Part I of the Form R 
or the Form A certification statement (except section 2) is listed in this 
file. The data in this file is a  reconciliation  of all the data the TRI 
program has collected from a facility over the course of its participation 
in the TRI program. Most facilities have sent in several chemical reports 
(form Rs and As) each year, for a number of years When the data is 
collected at the TRI Data Processing Center, differences from form to 
form and year to year are identified, researched and reconciled. The result

EPA SPATIAL DATA - Process Steps On a monthly basis, the FRS_FACILITY_SITE_SDE sde layer is created from FRS_FACILITY_SITE table. The layer has QA/QC performed for county validation and a 100 km flag. After QA/QC is performed, information is made available to Envirofacts, where it is extracted and made available as a service on geodata.epa.gov.
