GENERAL DESCRIPTION:
This dataset provides locations of and information on sites that are regulated under the Resource Conservation and Recovery Act (RCRA). Hazardous waste information is contained in the Resource Conservation and Recovery Act Information (RCRAInfo), a national program management and inventory system about hazardous waste handlers. In general, all generators, transporters, treaters, storers, and disposers of hazardous waste are required to provide information about their activities to state environmental agencies. These agencies, in turn pass on the information to regional and national EPA offices. This regulation is governed by the Resource Conservation and Recovery Act (RCRA), as amended by the Hazardous and Solid Waste Amendments of 1984. LDIP_CODE A code that represents an information management system for an environmental program, original field name LDIP_CODE.

FAC_NAME Name of the facility or site.

FAC_UIN EPA Facility Linkage Application (FLA) Unique Identification Number, original field name FACILITY_UIN.

LRTLOC_RID A sequential reference number assigned to a latitude and longitude coordinate pair, original field name LRT_LOC_REF_ID.

LATITUDE Latitude of facility, site, or operable unit.

LONGITUDE Longitude of facility, site, or operable unit.

SRCE_ACRNM Source Acronym name for borrowed coordinate, original field name SOURCE_ACRNM.

SRCE_ID Source Identification number for borrowed coordinate, original field name SOURCE_ID.

MAP_CODE Code to symbolize Envirofacts facility points by environmental activity in mapping applications, original field name MAP_SYMBOL_CODE.

FIPS_CODE State/County FIPS code for facility location, original field name DERIVED_FIPS_CODE.

CATUNIT Hydrologic Unit Code (HUC) for facility location, original field name DERIVED_CATUNIT.

MAD_ID Assigned sequential reference number.

BVFLAG Indicator of most accurate ("Best Value") location for an EPA facility as defined by FLA.

REG_ID Registry ID - The number assigned by the Facility Linkage Application that is used to associate facility records from multiple environmental database systems that are known or believed to represent the same facility, original field name REG_ID.

NAME Name of the facility or site.

ADDRESS Address of the facility or site.

CITY City of the facility or site.

ZIPCODE Zip code for facility location, original field name DERIVED_POSTAL_CODE.

DESCRIPT Based on FAC_NAME.

FGDLAQDATE The date FGDL acquired the data from the Source.

AUTOID GeoPlan Center feature identification number.

SHAPE Feature geometry.

from the USEPA's Envirofacts Data warehouse.

the original data.
This is an EPA-Produced Data Set. This data set is one in a 
series of ArcIMS Image and Feature Services published by

 RCRA's goals are to:

   1. Protect us from the hazards of waste disposal
   2. Conserve energy and natural resources by recycling and recovery
   3. Reduce or eliminate waste, and
   4. Clean up waste, which may have spilled, leaked, or been improperly disposed.

Hazardous waste comes in many shapes and forms. 
Chemical, metal, and furniture manufacturing are some 
examples of processes that create hazardous waste. 
RCRA tightly regulates all hazardous waste from 
"cradle to grave." RCRA also controls garbage and 
industrial waste. Common garbage is municipal waste, 
which consists mainly of paper, yard trimmings, glass, 
and other materials. Industrial waste is process waste 
that comes from a broad range of operations. Some 
wastes are managed by other federal agencies or state 
laws. Examples of such wastes are animal waste, 
radioactive waste, and medical waste.

To achieve these goals, RCRA established three distinct, yet interrelated, programs:

    * The solid waste program, under RCRA Subtitle D, encourages 
states to develop comprehensive plans to manage non-hazardous 
industrial solid waste and municipal solid waste, sets criteria for 
municipal solid waste landfills and other solid waste disposal facilities, 
and prohibits the open dumping of solid waste.
    * The hazardous waste program, under RCRA Subtitle C, 
establishes a system for controlling hazardous waste from the 
time it is generated units its ultimate disposal - in effect, from 
"cradle to grave".
    * The underground storage tank (UST) program, under 
RCRA Subtitle I, regulates underground storage tanks 
containing hazardous substances and petroleum products.

RCRA is used by EPA programs, regions,  states, and water 
programs for monitoring water quality. It is one of 20 critical 
EPA data sets that serve as a basis for supporting environmental 
analysis and decision making.

FRS uses a best-pick algorithm to provide horizontal 
positional information.  This assigns the latitude and 
longitude with the best accuracy value to each facility.  
Because information in FRS is collected across numerous 
states and programs, positional accuracy for the data set 
varies for each individual feature and is stored on a 
record-level basis. Overall horizontal positional accuracy for 
the entire data set fluctuates as new information is received 
and is not estimated for the entire data set within this record.

A note about data scale: 

Scale is an important factor in data usage.  Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data. 

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been
