TITLE: US EPA REGULATED AIR EMISSIONS FACILITIES

Geodataset Name: EPAAFS_FEB08
Geodataset Type: SHAPEFILE
Geodataset Feature: Multipoint
Feature Count: 3729
GENERAL DESCRIPTION:
This data set contains locations of EPA-regulated air emissions facilities from the Locational Reference Tables (LRT) contained in the Envirofacts (EF) database. Information on air releases is contained in the Aerometric Information Retrieval System (AIRS), a computer-based repository for information about air pollution in the United States. This information comes from source reports by various stationary sources of air pollution, such as electric power plants, steel mills, factories, and universities, and provides information about the air pollutants they produce. In AIRS, these sources are known as facilities, and the part of AIRS associated with data about sources is called the AIRS Facility Subsystem, or AFS. The information in AFS is used by the states to prepare State Implementation Plans, to track the compliance status of point sources with various regulatory programs, and to report air emissions estimates for pollutants regulated under the Clean Air Act. Envirofacts air release information specifically relates to industrial plants and their components (stacks, points, and segments). This data provides valuable information not only about the industrial facilities, but about the chemicals they introduce into your local air. There is information available on managing operating permit application and renewals. You may use the Air Releases Query to retrieve selected data from the Envirofacts Database employing any combination of facility name, geographic location, and standard industrial classification. Additional Information is available at the EPA website http://geodata.epa.gov.

The attributes provided within this data set are derived from the USEPA's
Envirofacts Data warehouse. For additional background on the attributes listed
within this service, please visit http://www.epa.gov/enviro/html/ef_overview.html.
USER NOTES:
Locations are tested and reported individually
Completeness of the data set varies for individual features.
GeoPlan relied on the integrity of the attribute information within
the original data.
This data set is one in a series of ArcIMS Image and Feature Services published
by the USEPA. Additional services can be found at the http://geodata.epa.gov
website.

To assist in tracking the status of Air Emissions information. The information in
AFS is used by the states to prepare State Implementation Plans, to track the
compliance status of point sources with various regulatory programs, and to report
air emissions estimates for pollutants regulated under the Clean Air Act. Tabular
data (including point locations) can be accessed at
http://www.epa.gov/enviro/html/airs/airs_query.html.

FRS uses a best-pick algorithm to provide horizontal positional information. This
assigns the latitude and longitude with the best accuracy value to each facility.
Because information in FRS is collected across numerous states and programs,
positional accuracy for the data set varies for each individual feature and is stored
on a record-level basis. Overall horizontal positional accuracy for the entire data
set fluctuates as new information is received and is not estimated for the entire
data set within this record. For more information on accuracy of FRS locations,
visit http://www.epa.gov/frs/index.htm.

This data is provided 'as is' and its vertical positional accuracy
has not been verified by GeoPlan

THE DATA INCLUDED IN FGDL ARE 'AS IS' AND SHOULD NOT BE CONSTRUED
AS LEGALLY BINDING. THE UNIVERSITY OF FLORIDA GEOPLAN CENTER SHALL
NOT BE LIABLE FOR ANY DAMAGES SUFFERED AS A RESULT OF USING,
MODIFYING, CONTRIBUTING OR DISTRIBUTING THE MATERIALS.

A note about data scale:

Scale is an important factor in data usage. Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data.

1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.

Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been
made to supply the user with data documentation. For additional
information, see the References section and the Data Source Contact
section of this documentation. For more information regarding
scale and accuracy, see our webpage at:

DATA LINEAGE SUMMARY:
Data for Service Updated
Process Date: 20061206

On a monthly basis, the FRS_FACILITY_SITE_SDE sde layer is created from FRS_FACILITY_SITE table. The layer has QA/QC performed for county validation and a 100 km flag. After QA/QC is performed, information is made available to Envirofacts, where it is extracted and made available as a service on geodata.epa.gov. For more information about the data provided within the Envirofacts database, please visit http://www.epa.gov/enviro/html/ef_overview.html Process Date: 2006
Metadata Developed and Updated Process Date: 2006
GeoPlan Center downloaded the spatial data (shapefile) from the following EPA Website on 3/18/2008: http://geodata.epa.gov GIS Server AFS (AFS_FS). The spatial data was then reprojected to the FGDL Albers projection. Original GIS SERVER Data Field Name and Process: PGM_SYS_ACRNM - Renamed to PGMS_ACRNM LDIP_CODE - Renamed to LDIP_CODE ID - Same name FACILITY_NAME - Renamed to FAC_NAME FACILITY_UIN - Renamed to FAC_UIN LRT_LOC_REF_ID - Renamed to LRTLOC_RID LATITUDE - Same name LONGITUDE - Same name PGM_SYS_LATITUDE - Deleted PGM_SYS_LONGITUDE - Deleted SOURCE_ACRNM - Renamed to SRCE_ACRNM SOURCE_ID - Renamed to SRCE_ID MAP_SYMBOL_CODE - Renamed to MAP_CODE DERIVED_FIPS_CODE - Renamed to FIPS_CODE DERIVED_CATUNIT - Renamed to CATUNIT DERIVED_POSTAL_CODE - Renamed to ZIPCODE PRIMARY_NAME - Deleted MAD_ID - Same name BVFLAG - Same name GID - Same name REG_ID - Same name SE_SDO_ROWID - Deleted AREA - Deleted LEN - Deleted Process Date: 20080318
GeoPlan Center download AIRS/AFS facility and information via FRS EZ query in CSV format. This EF AIRS/AFS Subsystem is updated monthly online, the data found in this shapefile represents a snapshot taken on 3/18/2008. -> Envirofacts (http://www.epa.gov/enviro/ ) -> Queries -> FRS >EZ (http://www.epa.gov/enviro/html/fii/ez.html ) Step 1: Started by selecting one view to be the focus of the query. -> click on "EPA Facility Information" on the Facility Information section. STEP 2: Selected all column(s) for the output by clicking on the square box next to each of the column names. Then click on "STEP 3: Enter Search Criteria" button at the bottom of the page. STEP 3: Enter Search Criteria and Organize the Output -> enter Program System Acronym = AIRS/AFS -> enter State Code = FL -> click on button "Output to CSV File" Saved CSV file and then converted it to .dbf file using Excel. Process Date: 20080319
GeoPlan Center then joined the tabular (EPA CSV) data to the spatial (EPA GIS SERVER) data via the REG_ID field. Registry ID - The number assigned by the Facility Linkage Application that is used to associate facility records from multiple environmental database systems that are known or believed to represent the same facility, original field name REG_ID. Deleted Duplicate fields. Restructured table by shortening FAC_NAME to a length of 100. Added DESCRIPT field based on FAC_NAME. Added FGDLAQDATE field. Added AUTOID field. Process Date: 20080320
Data imported to ArcSDE and exported as a shapefile. Process Date: 20080409
