This dataset contains Developments of Regional Impacts (DRI) in the State of Florida. A DRI is defined as any development which, because of its character, magnitude or location, would have a substantial effect on the health, safety or welfare of citizens in more than one county. UF GeoPlan Center compiled this dataset from various sources including the Florida Department of Community Affairs (DCA), Regional Planning Councils, and County Governments. Tabular data is based on the DCA's Status of Application for Developments of Regional Impact as of January 2009. This is an update to the dri_dca_2008q3.shp layer.

The data was created to serve as base information for use in GIS systems
for a variety of planning and analytical purposes.

In the fall of 2007 a new layer was created called pud_2007q3.shp
This dataset represents Planned Unit Developments (PUD) throughout the State of Florida.
PUDs are in theory developments that are smaller in size than Developments of
Regional Impact (DRIs).
During the update process it was noted that sixty-four features from the dri_2007q3.shp version
of the FGDL DRI layer had no tabular data based on the Department of Community
Affairs (DCA) ADA Status List. Because these 64 features are not recognized by the
DCA's ADA Status List as a DRI they will be removed from the new dri_2007q4.shp version
and they will be moved to the newly created pud_2007q3.shp.

A DRI is defined by Section 380.06(1), FS, as any development which,
because of its character, magnitude or location, would have a
substantial effect on the health, safety or welfare of citizens
in more than one county. The state has established thresholds to
determine when a development must undergo the DRI review process.
These determinations are made by the Florida Department of
Community Affairs (DCA) using Chapter 28-24, FAC.
The Regional Planning Council (RPC) plays a primary role in the
DRI process, coordinating the multi-agency review activities at
the regional level and reviewing the application for consistency
with adopted state and regional plans. The RPC will hold a public
hearing for the adoption of a regional position on the application,
which is then forwarded to the local government of jurisdiction for
its consideration. The RPC is an advisory body to the local
government and so does not approve or deny applications.
The local planning agency (LPA) plays a lead role in the
identification of local issues or concerns relative to the
project and will take the recommended conditions of approval
from the RPC and combine them with locally oriented conditions of
approval in the construction of an overall development order.
The local government's governing body will also conduct a public
hearing on the project, at which time it will consider the reports
of the RPC and LPA. It is the entity which ultimately approves or
denies the authorization for the project to develop, through
the issuance of a binding Development Order (DO).
The datasets used to compile this shapefile were obtained by FGDL
via phone and email requests to County Property Appraisers,
Planning Departments, GIS departments, and Regional Planning
Councils. Certain datasets were also downloaded from county
websites when available.

Because of a lack of existing spatial information for DRI's located in the
Panhandle and the Treasure Coast regions, the GeoPlan Center,
using 2004 parcel data, created DRI polygon boundaries from a variety
of source information (Maps, Parcel Owner Information,
Parcel Site Legal Description Information, etc).
The following regional planning councils have the polygon information and it is currently
under review, however, they have not as of yet signed off on the
spatial information provided in this shapefile.

Polygons that have been digitized in house can be located through
the [SOURCE] field where the source is equal to GeoPlan Center.
The majority of the GeoPlan Center Digitized features were based on
online .PDF Maps cross referenced with parcel data.
During the QAQC process of the 2007q1 DRI update, several PUDs
were removed from the previous DRI layer.
As a result the 2007q1 layer has fewer records than the 2006q4 layer.

UF GeoPlan Center compiled this dataset from various sources.
This dataset was first created in 20050111 and has since been updated.
Attribute information for DRI's came from Florida DCA. Polygon boundaries
for individual DRI's came from a variety of sources, including;
Regional Planning Councils, and County Governments.
For DRI's without existing polygon boundaries, the GeoPlan Center digitized polygons
using parcel boundaries, owner information, parcel legal descriptions, and DRI
boundary descriptions.
Polygon boundaries were downloaded or received via email from various sources.
The boundaries were first reprojected to FGDL Albers. Then individual DRI datasets
were merged into one dataset.
GeoPlan downloaded a spreadsheet (adastatlist.xls) of DRI attribute information from
the FDCA website: <http://www.dca.state.fl.us/fdcp/dcp/Procedures/index.cfm>.
The spreadsheet was converted to a DBF table.
DRI polygons were spatially identified using information from the DCA table and added
the corresponding DCA ADA number was added to each polygon.
Performed a table join between the statewide polygon DRI layer and the DCA table,
based on the DRI's ADA number (ADA_NO field).
-DESCRIPT item was added based on the item PROJ_NAM and ADA_NO.
-Added SOURCE field and calculated it to represent the source of each
of the polygons.
-Added FGDLAQDATE and calculated it to the date the information
was received.

This shape file shows Developments of Regional Impacts (DRI) for
the 11 county area of the North Central Florida Regional Planning
Council (NCFRPC) and Levy County. The DRI's that were denied
or abandoned are not included, although some may be inactive
(see Levy County).
This GIS layer was produced by the North Central Florida Regional
Planning Council (NCFRPC) under contract with FDOT District 2 in
early 2005. The general purpose is to create regional maps of
"sociocultural" features, including hospitals, parks, cemeteries,
historical structures, and others. The maps will provide the FDOT
with improved spatial information required for planning roadway
projects.
Data development is a component of the Efficient Transportation
Decision Making Process (ETDM). For more information about
these initiatives an on-line search using keyword 'ETDM' will provide

These are the boundaries of the current developments of regional
impact (DRI) in the Withlacoochee Region. The counties included
are Citrus, Hernando, Levy, Marion and Sumter.
To assist with planning issues. Not to be used for exact location.
Boundaries were created from digitizing a variety of scanned maps
and georeferencing the information.
The boundaries based on site plans for each DRI was scanned
into the computer. Upon georeferencing the boundaries were
digitized for each DRI.

In November 1999, Bay County GIS selected parcels based on a
plat map delineating the Bay Point. The map was done by James
L. Lafrenz (consulting engineer) and the last revisions were
dated 8/88 (Map “H”, job # 84-02-12). The selected set of parcels
was converted to a separate shapefile. Shapearc was used in
ArcInfo to convert the shapefile to a coverage. The polygon
coverage was edited using ArcEdit.
See Map 2 Special Treatment Zones in the Comprehensive Plan.
Carillon Beach is also a DRI, but still needs to be added to this data.

GeoPlan Center Dataset Update Note:
In the fall of 2007 a new layer was created called pud_2007q3.shp
This dataset represents Planned Unit Developments (PUD) throughout the State of Florida.
PUDs are in theory developments that are smaller in size than Developments of
Regional Impact (DRIs).
During the update process it was noted that sixty-four features from the dri_2007q3.shp version
of the FGDL DRI layer had no tabular data based on the Department of Community
Affairs (DCA) ADA Status List. Because these 64 features are not recognized by the
DCA's ADA Status List as a DRI they will be removed from the new dri_2007q4.shp version
and they will be moved to the newly created pud_2007q3.shp.
After the features without ADA_NO were moved a dissolve was run on the newly created
dri_2007q4.shp. The dissolve was run on the ADA_NO field to remove duplication of DRI
records in the table. These resulting new layer is a multipart dataset.

Process steps for creation of dri_dca_2007q4.shp from dri_dca_2007q1.shp.
Quarter-1 originally had 1148 features, however it was determined that there
was an exact feature duplication between AUTOIDs 326 and 839.
AUTOID 326 (Jacksonville Galleria [FKA Belfort Station] ADA_NO = 1974_135)
and AUTOID 839 (Belfort Station ADA_NO = N/A). Because of this the
ADA_NO = N/A feature was deleted bringing the true feature count for
Quarter-1 down to 1147.
Of the 1147 features 68 records had N/A for their ADA_NO. Based on
the new DCA ADAStatus.pdf, Six of the existing features gained an ADA_NO
(5 were new features as of early 2007 and one was an older feature
(ADA_NO = 1989_043)).
Of the 1147 features from Quarter-1 that left 62 features with ADA_NO = N/A.
Once these N/A features were transferred to the PUD layer they were deleted
from the Quarter-1 layer leaving 1085 features.
Of the 1085 features there were 125 single part features with ADA_NO
occurring more than once. A multi-part dissolve was run on the ADA_NO
field taking the 125 features down to a remaining 48 features (this was done
to ensure only one record was found in the table for each DRI). This dissolve
resulted in the difference of 77 features (1085 - 77 = 1008).
Now with the multi-part Quarter-1 layer at a feature count of 1008,
11 new features that had an ADA_NO were added to the Quarter-1 layer
to create the Quarter-4 layer which contains 1019 features.
Three multi-part features were further reviewed from Quarter-4.
ADA_NO = 1993-008, AUTOIDs = 328 and 838.
It was determined that 838 was not part of the 1993 DRI
and consequently it was moved to the PUD Layer.
AUTOID 842 was a duplicate of 1161 under an incorrect name and ADA_NO,
creating a duplication of an existing ADA_NO so AUTOID 842 was removed.
ADA_NO = 1989_006, AUTOIDs = 1045 and 1134.
It was determined that 1045 was not part of the 1989 DRI
and consequently it was moved to the PUD Layer.
The AUTOID Field was updated for the Quarter-4 dataset so that AUTOID
was equal to FID + 1.

The Status of the Development Order of the DRI. The Development Order is the binding order which authorizes and formally approves the DRI. It is executed between the applicant and the local government. The designated area shall be consistent with the local government comprehensive plan and future land use map intensities, shall contain mass transit service as defined in Rule 9J-5, F.A.C., and shall contain high intensity, high density multiuse development which may include any of the following: retail; office, including professional and governmental offices; cultural, recreational, and entertainment facilities; high density residential; hotels and motels; or appropriate industrial activities. 2. "Regional Activity Center" means a compact, high intensity, high density multi-use area designated as appropriate for intensive growth by the local government of jurisdiction and may include: retail; office; cultural, recreational and entertainment facilities; hotels and motels; or appropriate industrial activities. The Florida Geographic Data Library is a collection of Geospatial Data
compiled by the University of Florida GeoPlan Center with support from
the Florida Department of Transportation. GIS data available in FGDL is
collected from various state, federal, and other agencies (data sources)
who are data stewards, producers, or publishers. The data available in
FGDL may not be the most current version of the data offered by the
data source. University of Florida GeoPlan Center makes no guarantees
about the currentness of the data and suggests that data users check
with the data source to see if more recent versions of the data exist.
Furthermore, the GIS data available in the FGDL are provided 'as is'.
The University of Florida GeoPlan Center makes no warranties, guaranties
or representations as to the truth, accuracy or completeness of the data
provided by the data sources. The University of Florida GeoPlan Center
makes no representations or warranties about the quality or suitability
of the materials, either expressly or implied, including but not limited
to any implied warranties of merchantability, fitness for a particular
purpose, or non-infringement. The University of Florida GeoPlan Center

A note about data scale:
Scale is an important factor in data usage. Certain scale datasets
are not suitable for some project, analysis, or modeling purposes.
Please be sure you are using the best available data.
1:24000 scale datasets are recommended for projects that are at the
county level.
1:24000 data should NOT be used for high accuracy base mapping such
as property parcel boundaries.
1:100000 scale datasets are recommended for projects that are at the
multi-county or regional level.
1:125000 scale datasets are recommended for projects that are at the
regional or state level or larger.
Vector datasets with no defined scale or accuracy should be
considered suspect. Make sure you are familiar with your data
before using it for projects or analysis. Every effort has been
made to supply the user with data documentation. For additional
